The Portfolio Committee on Cooperative Governance & Office of the Premier convened at the Interim Chamber, Southern Life Building in Bloemfontein, to receive and consider the Department of Community Safety, Roads & Transport’s performance reports for the 3rd and 4th Quarters. The session was chaired by the Committee Chairperson, Hon. AB Cloete.

The South African Police Service (SAPS) Provincial Commissioner in the Free State, Lieutenant General Thabang Solomon Lesia, appeared before the Committee for the first time since his appointment to present the Section 207(5) Report as contemplated in the Constitution of the Republic of South Africa, 1996. He was accompanied by the MEC for Community Safety, Roads and Transport, Hon. Jabu Mbalula, and other senior SAPS officials.

The Committee noted the presentations and will follow up on outstanding issues through its oversight processes.

The Speaker of the Free State Legislature, Hon. Mxolisi Dukwana, today met with the newly appointed Provincial Commissioner of the South African Police Service in the Free State, Lieutenant General Thabang Solomon Lesia, for a courtesy meet and greet engagement.

The meeting reaffirmed the importance of strengthening collaboration between the Legislature and law enforcement agencies in advancing safer communities, accountability, and responsive governance across the province.

Today, the Legislation and Oversight Directorate, led by Acting Director Mr. Chabana Chabana, hosted a workshop on Oversight and Accountability Processes for oversight practitioners who support Portfolio Committees. Deputy Secretary Mr. Steven Mabalane opened the session and set the tone for an action oriented dialogue.

The Acting Secretary to the Legislature, Ms. Connie Sefo, attended the event and shared a message of support. She praised the teams that strengthen the Legislature’s constitutional work.

The presentations came from Provincial Treasury, the Office of the Public Protector in the Free State Legislature, and COGTA. Together, we explored how to improve oversight, strengthen accountability, and serve communities with integrity.

The Joint Portfolio Committees on Public Accounts & Finance and Public Works, Infrastructure, Roads, Transport and Human Settlements, led by Hon. Oupa Khoabane and Hon. David Van Vuuren, conducted a follow-up oversight visit to the Housing Project at Phomolong Location in Hennenman, as well as the Special Maintenance of the P23/1 (R76) Road between Kroonstad and Steynsrus.

The visit follows the committees’ initial oversight inspection conducted in 2024, where members assessed the progress and implementation of the projects aimed at improving infrastructure and service delivery within the affected communities.

During the 2024 oversight visit, the committee, led by Chairperson Hon. David Van Vuuren and Hon. Zama Sigwebela, visited the Moqhaka Local Municipality to inspect the Special Maintenance of the P23/1 (R76) Road: Kroonstad–Steynsrus. The current follow-up visit was aimed at evaluating progress made since the initial inspection, monitoring the quality of work undertaken, and ensuring accountability in the utilisation of public funds.

The committees reaffirmed their commitment to strengthening oversight and ensuring that infrastructure and housing projects are completed efficiently for the benefit of local communities.

The oversight visits programme will conclude tomorrow with visits to the Dinane Clinic project in Thaba Nchu, the Lengau Testing Station, and the Central University of Technology (CUT) road patching project.

The Portfolio Committee on the Social Cluster, PROPAC, and Infrastructure Development Cluster led by Hon. M Liphoko conducted oversight visit 2 at the Mpho Entle Village Disability Center in Bothaville.

Department of Social Development and Center management officials reported that the center currently houses 12 males and 22 females, but faces serious budget constraints, location challenges, and a shortage of staff personnel.

They also raised concern that ambulance pick-up points are far from the center, posing a risk of robbery and other related crimes.

The visit forms part of the committee’s broader oversight program, which also includes the Tsehetso School Project and Geneva Clinic.

Today the Portfolio Committee on the Social Cluster, PROPAC, and the Infrastructure Development Cluster began an oversight visit in Bothaville, led by Hon. M. Liphoko, with a focus on the Tsehetso School Project.

The committee assessed progress on the school, which started construction in 2019 and was originally due for completion in 2020. Department officials and the school principal briefed members on the main challenges causing delays, including severe overcrowding of learners in the existing classrooms and repeated incidents of vandalism at the site. Officials said the vandalism was a growing concern that was further hampering the project’s completion.

Committee members said the visit aimed to verify the status of the project and ensure accountability in the use of public funds.

The committee will then proceed to visit the remaining two projects, Mpho Entle Village in Bothaville and the Geneva Clinic in Odendaalsrus, as part of the same oversight program.

Khoabane, in his capacity as the Deputy General Secretary of SAAPAC, is participating as a delegate at the Southern African Development Community Organisation of Public Accounts Committees (SADCOPAC) training programme currently underway in Swakopmund, Namibia.

Held under the theme, “Strengthening Oversight Capacities for Sustainable Development: Enhancing Accountability and Transparency in Public Financial Management,” the programme brings together delegates from across the SADC region to strengthen oversight mechanisms, promote accountability, and advance transparent governance in public financial management.
