Eastern Cape Office of the Premier Profiling the work of the Eastern Cape Provincial Government.

The constitutional mandate of the premier is derived from section 125 of the Constitution (Act No 108 of 1996). This section provides the premier and executive council the authority over the province by:

Implementing provincial legislation in the province
Implementing all national legislation within the functional areas listed in Schedule 4 or 5 except where the Constitution or an Act of Parliame

nt provides otherwise; Administering in the province, national legislation outside the functional areas listed in Schedules 4 and 5, the administration of which has been assigned to the provincial executive in terms of an Act of Parliament; Developing and implementing provincial policy; Co-ordinating the functions of the provincial administration and its departments; Preparing and initiating provincial legislation and Performing any other function assigned to the provincial executive in terms of the Constitution or an Act of Parliament. A province has executive authority in terms of subsection (2) (b) only to the extent that the province has the administrative capacity to assume effective responsibility. The national government, by legislative and other measures, must assist provinces to develop the administrative capacity required for the effective exercise of their powers and performance of their functions referred to in subsection (2).

Residents across parts of the Eastern Cape are advised to prepare for heavy to extremely heavy rainfall, with a high risk of flooding, dangerous travel conditions, and damage to infrastructure from Wednesday morning, 3 June to Thursday night, 4 June 2026.

• Sundays River Valley

🟠 Level 5 Disruptive Rain Warning
Affected Areas:
• Buffalo City

• Avoid crossing flooded roads, rivers and streams.
• Stay away from low-lying areas, riverbanks and flood-prone zones.
• Secure valuable belongings and move them to higher ground if necessary.

During the morning session, the Premier advanced discussions on business-to-business partnerships aimed at expanding the province's maritime footprint, strengthening global trade links, and unlocking new avenues for economic collaboration.

Premier Lubabalo Oscar Mabuyane continued to advance his diplomatic mission in Greece through a productive engagement with Minerva Bunkering and MM Marine Inc.

Building on earlier discussions, the meeting focused on identifying concrete areas of collaboration within the oceans economy and strengthening the positioning of the Eastern Cape as a strategic hub for marine services and maritime investment.

The discussions reinforced a shared commitment to unlocking sustainable investment opportunities and driving long-term employment creation for local communities. As we mark Youth Month, the Eastern Cape Provincial Government honours the enduring legacy of the Mpondo Revolt, also known as the Ingquza Hill Massacre, as we reflect on the courage and sacrifice of the 11 AmaMpondo community members who lost their lives on 06 June 1960 in defence of land, dignity, and justice.

The commemoration is set to take place on the 6 of June 2026.

Let us remember. Let us honour. Let us act.
