CONSTITUTION OF THE ROYAL DYNASTY OF ADAM KOK
UNDER THE LEADERSHIP OF HIS MAJESTY ADAM KOK V.
( FEBRUARY 2019 )

BECAUSE OF OUR HERITAGE,WE ARE TRUE IPSO FACTO SOUTHERN AFRICANS
FOUNDATION

Central to this Constitution is God in His Divine Trinity the Father,
the Son and the Holy Spirit and is lauded in the Griqua National
Anthem :

It has its foundation in 2 Chronicles 7 : 14 which declares : “If My people, who are called by
My Name, shall humble themselves, pray, seek , crave, and require of necessity My Face and turn from
their wicked ways, then will I hear from heaven, forgive their sin, and heal their land.”
Protocol observed :
We recognize and respect the Constitution of the Republic of South Africa of 1996
and the Bill of Rights and what it stands for.
We, the Griqua Royal Council of His Royal Majesty Adam Kok V, observe all protocols
current and in future that would lead to the betterment of the Republic of South
Africa
1. PREAMBLE :
VISION :
 TO RECONTRUCT THE ROYAL HOUSE AND DYNASTY OF HIS ROYAL
MAJESTY ADAM KOK I TO ITS FORMER GLORY.
 FOR THE GRIQUA PEOPLE TO BE RECOGNIZED AS THE
LEGITIMATE FIRST INDIGENOUS PEOPLE OF SOUTHERN AFRICA.
 IN CONJUNCTION WITH THE PEOPLE, TO ERADICATE THE
COLONIAL/APARTHEID DEROGATORY TERM “ COLOURED” AS TO
SELF-IDENTITY AND SELF-DETERMINE OURSELVES AS A PEOPLE.

MISSION :
 TO BE LEGALLY CLASSIFIED AS THE FIRST INDIGENOUS PEOPLE OF
SOUTHERN AFRICA BY MEANS OF CONSTITUTIONAL RECOGNITION
AND DECLARATION.
 TO REDISCOVER OUR IDENTITY AND TO BE PROUD AS GRIQUA
PEOPLE WITH SELF-IDENTIFICATION AND SELF-DETERMINATION
 “TO ENSURE A PROMPT RATIFICATION OF ILO CONVENTION 169
CONCERNING INDIGENOUS AND TRIBAL PEOPLES IN
INDEPENDENT COUNTRIES” : FROM THE UNIDRIP ( COMMISSION OF
HUMAN RIGHTS, Sixty-second session, Item 15 of the provisional agenda ).
2. CAUSE FOR REVIVAL :
Historically the Griqua are descendants of the Khoekhoen ( “men of men”) of the Cape
and resorted under the many ‘qua’ which means “ the people of ”. Of them are the
Cochoqua, Attaqua, Hessequa and many more.
With the coming of colonialism and entrenched during the apartheid era the Griqua
were detribalised, its culture destroyed, lost their ancestral land and were westernized.
This led to them distrusting humanity ( and even their own kind ), self-destructed and
lost their true identity to that of the much derogatory label of “coloured”.
3. THE LEGAL FRAMEWORK OF THE CURRENT TRADITIONAL LAW :
Very recently the Traditional Khoi-San Leadership Bill (TKLB ) had been accepted by
the National Council of Provinces ( NCOP ) and had left it for the current President (
Cyril Ramaphosa ) to sign into law.
Chapter 3 ( Co-Operative Government ) Section 40 ( 2 ) of the Constitution of South
Africa of 1996 clearly states that “ All spheres of government must observe and adhere
to the principles in this chapter and must conduct their activities within the
parameters that the Chapter provides”.
Chapter 4( Parliament ) together with Chapter 12 of the Constitution of South Africa
of 1996, protects the rights of customary law and traditional leadership irrespective of
ethnicity.
The Constitution of the Griqua Royal Council shall remain the highest law :
The king/monarch is the highest authority and therefore the Commander-in-Chief.
Supreme to the king is God. The king is only subjected to God, the Griqua Royal
Council’s Constitution and the Constitution of South Africa. Therefore the king is the
ex-officio of every council within the Royal Council Structures as a whole.

4. SPECIAL DISPENSATION FOR THE GRIQUA AS KHOI-SAN AFRICANS :
The Khoisan at large, demands a special dispensation from the South African
Government to recognise their First Nation status.
The United Nations Declaration on the Rights of Indigenous Peoples Article 27
purports “ States shall establish and implement, in conjunction with indigenous peoples
concerned, a fair, independent, impartial, open and transparent process, giving due
recognition to indigenous peoples’ laws, traditions, customs and land tenure systems, to
recognize and adjudicate the rights of indigenous peoples pertaining to their lands,
territories and resources, including those which were traditionally owned or otherwise
occupied or used. Indigenous peoples shall have the right to participate in this process.
5. THE STRUCTURE OF THE GRIQUA ROYAL COUNCIL OF HIS ROYAL
MAJESTY ADAM KOK V :
The Griqua Royal Council will consist of :
THE ROYAL FAMILY :
 The First Family consisting of His Royal Majesty Adam Kok V, his wife and
children;
 The Core Family consisting of his brother and sisters and their children and
grand grandchildren;
 The Extended Family consisting of first, second and third cousins and their
children.
 The above could be known as the House of the Royal Kok Family
 The Royal House shall consist of not more than 30 ( thirty ) in number
and has to be from the Royal Bloodline.
 The sovereign power is vested in the King, His Royal Majesty Adam Kok
V, therefore he is the Commander-in-Chief.
 The King is subjected to God first and then this Constitution.
 The King is the guardian/protector of this Constitution
 The King the ex-officio of every structure within the Griqua Royal
Council.
 The King represents the Royal Family and has the right to veto as to
correct a traditional policy situation at any Quadrennial Conference.
 The King is to be supported financially and otherwise by his subjects.
 In a crisis situation the King may step in to correct it which would be
followed by an edict, decree or policy.

 The King cannot be summons to any province for any reason
whatsoever. Rules governing the protocols are to be followed.
 The King’s throne is hereditary. The Core Royal Family will appoint the
next king in case of his abdication or death.
 The Kingship could not be dethroned by military coup or any other
coup d’ état.
 The succession, removal and appointment follows in sub-headings of this
document hereunder.
THE GRIQUA ROYAL COUNCIL OF ADVISORS :
 Advises His Royal Majesty on issues such as Religion, Political, Traditional (
including land issues, etc. ), Legal, etc.
 Thus there be a
THE GRIQUA ROYAL NATIONAL TRADITIONAL COUNCIL :
 Consisting of two committees :
 Legislative Committee :
 Formulation of policies
 Executive Committee :
 Application of policies
 Only the King or Crown Prince can nominate a chief in this position
THE GRIQUA PROVINCIAL COUNCILS :
 Consisting of Chiefs
 With top six ( or more, e.g. PRO’s, etc. )
 overseeing portfolios ( e.g. Safety & Security; Finances; Arts/Culture; etc. )
METRO COUNCILS :
 Consisting of Chiefs :
 With top six ( or more, e.g. PRO’s, etc. )
 overseeing portfolios ( e.g. Safety & Security; Finances; Arts/Culture; etc. )

REGIONAL COUNCILS :
 Consisting of Chiefs / Headmen ( women )

 Consisting of Chiefs / Headmen ( women )

6. CHIEFS IN THE ROYAL COUNCILS :
As the King is the Commander-in-Chief, there is no paramount Chief.
60% of Chiefs are nominated by the King and they are responsible for organizational
and administrative duties within in the structures of the monarchy.
40% of Chiefs to be elected by the people.
Chiefs could be in an advisory capacity to the King, could be members of the national
legislative and executive committees or oversee provincial and/or metro, and/or regional
portfolios.
Chiefs cannot hold two or more positions at the same time as it could lead to a
conflict of interest.
Chiefs are responsible for the planning and strategic ex*****on of the calendar of the
Royal Administration within their respective provinces.
Chiefs are shall ensure that all inductions, training modules, workshops, conferences and
the Quadrennial General meeting is timeously planned and structured.
Chiefs shall also assess the planning and programme for the Annual Congress.
7. QUALIFICATIONS FOR HOLDING OFFICE :
Provincial, Regional and Local office bearers must be highly regarded for their integrity
in their communities.
Office bearing should consist of at least one-third of women and it must have respect
for the role of women and the youth ( See SECTION 27 concerning Office Bearers ).
THE POWERS, FUNCTIONS AND LOCATIONS OF ALL ROYAL TRADITIONAL
AND ROYAL ADMINISTRATION COUNCILS :
The following would describe the power, authorities and functions of the Royal
Councils, and will apply to all levels of the Royal Councils :

 Each Council at each level may only apply its powers, authority and functions
within its own geographical jurisdiction;
 Administrates the affairs of the community in accordance to our traditions and
customs;
 Assisting the corresponding level of government to identify the needs in the
community;
 Participating in the formulation of social, cultural, healthcare and economic
development policy and legislation in the corresponding level of government;
 Promoting the ideal of co-operative governance;
 Collaborating with other African nationalities at corresponding level of
government and to establish a relationship with Government Houses of
Traditional Leaders.;
 To research and promote our own Indigenous Knowledge Systems and seeking
national and provincial government legislative protection as recommended by
the UNDRIP :
Article 31 : ‘Indigenous peoples have the right to maintain, control, protect and
develop their cultural heritage, traditional knowledge and traditional cultural
expressions, as well as the manifestations of their sciences, technologies and
cultures, including human and genetic resources, seeds, medicines, knowledge of
the properties of fauna and flora, oral traditions, literatures, designs, sports and
traditional games and visual performing arts. They also have the right to
maintain, control, protect and develop their intellectual property over such
cultural property, traditional knowledge, and traditional cultural expressions.
 To promote and support the human rights of our communities especially
economic empowerment, deter the abuse by corporations and governmental
agencies, as well as supporting the rights of women, the youth and our children
at large.”
8. THE SEAT OF GOVERNMENT AND THE COMPOSITION OF THE
NATIONAL GRIQUA TRADITIONAL AND ROYAL COUNCIL :
Traditionally the Seat of Government of the Kok Dynasty was Campbell, Phillipolis
and Kokstad.
Currently it is Campbell near Kimberley in the Northern Cape.
Campbell, as the Monarchical Headquarters, would be the Administrative Capital which
will comprise of the Chairpersons, Secretaries and Administrators of the provinces as
soon as accommodation and office arrangements are in place.

Provincial offices will be accommodated at governmental provincial capitals around
South Africa. This will apply to Metro, Regional and Local Royal Councils.
9. PORTFOLIOS AND AFFILIATE STRUCTURES OF THE TRADITIONAL
ROYAL COUNCILS :
The following portfolios / departmental desks are to be established :
 Disciplinary Desk with appropriate Code Of Conduct;
 Desk for Culture & Language : Responsibilities, e.g. determination and application
of cultural days, music/dance events, Khoisan Culture, Khoisan Educational
Programs, Khoisan Calendar, Khoisan Achievement Awards and Annual Khoisan
Festivals.
 Economic Development Desk : Responsible for Economic Empowerment &
Development. To identify business projects and supervise Griqua Khoisan
Chamber of Commerce, Griqua Khoisan Trust as well as Griqua Khoisan
Holdings.
 Human Rights Desk : Responsible for the implementation of Human Rights
policies such as the UNIDRIP, et al, Revival of the National Association for the
Advancement of Khoisan Peoples ( NAAKP ) to rebuild relationship between
other Khoisan-groupings and to restore the dignity of all our peoples..
 Indigenous Knowledge Desk :To research and promote our own Indigenous
Knowledge Systems and seeking national and provincial government legislative
protection as recommended by the UNDRIP :

develop their cultural heritage, traditional knowledge and traditional cultural
expressions, as well as the manifestations of their sciences, technologies and
cultures, including human and genetic resources, seeds, medicines, knowledge of

 Gender Affairs Desk : Gender formulation policy, developing and reporting on
women issues.
 Youth Desk: Youth formulation policy, developing and reporting on youth
issues.
 Labour and Skills Development Desk : database of Membership plus programs
for skills development.
