Emakhazeni Local Municipality encompasses the previous stand alone towns of Waterval Boven, Machadodorp, Belfast and Dullstroom with a population of less than 50 000 and only 13000 households. Unemployment and attraction of scarce skills are some of the major challenges facing the Municipality. The Municipality is a level 2 local authority with an annual budget of less than R500 000 000 and an emp

loyee component of less than 500 with serious infrastructure backlog dating back more than 30 years, especially in Emgwenya and Emakhazeni. The Municipality depend on national treasury for infrastructure and systems funding and support due to its low revenue base.
