Championing fisheries innovation and intellectual property advancement, Dr. Emma L. Ballad, Project Leader of the Department of Agriculture - Bureau of Fisheries and Aquatic Resources Region 02 - Intellectual Property and Technology Business Management Office (DA-BFAR2 IP-TBMO), successfully completed the Regional Agri-Aqua Innovation System Enhancement (RAISE) Spinoff Policy Training Workshop 2025 on October 15, 2025, held at Hotel Casiana, Tagaytay City, Cavite.

The said training, organized by the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD), was conducted from April 22 to 24, 2025, through Zoom platform. It aimed to capacitate policymakers with skills to formulate spinoff policies that support technology commercialization in the agri-aqua sectors.

Dr. Ballad was among the 114 graduates from 91 Consortia Member Institutions. As part of the culminating activities, she presented Region 2’s Final Spinoff Policy Output, alongside representatives from 14 regions nationwide.

The said training covered topics such as spinoff policy fundamentals, legal frameworks, financial and institutional mechanisms, intellectual property identification, and governance structures. Writeshop sessions were also conducted, during which the DA-BFAR2’s institutional spinoff policy and agreement was drafted.

The graduation ceremony followed in the afternoon, with Dir. Noel A. Catibog, Director of the Technology Transfer and Promotion Division of DOST-PCAARRD, delivering his opening message. He lauded the participants for their hardwork and challenged them to strengthen technology transfer activities in their respective regions to sustain agri-aqua innovation.

Atty. Editha R. Hechanova, President of the Association of PAQE Professionals, Inc, also congratulated the graduates for their successful completion of the training and encouraged them to apply their learnings in promoting intellectual property and spinoff management in their institutions.

Through the successful completion of this training, the DA-BFAR RO2 will continue to advance research-based technologies that support the growth and competitiveness of the fisheries sector.

The Department of Science and Technology - Philippine Council for Agriculture, Aquaculture and Natural Resources Research and Development (DOST-PCAARRD), through its Institution Development Division (IDD), visited the DA-Bureau of Fisheries and Aquatic Resources Region 2 (DA-BFAR2) today, August 22, 2025, for a meeting and ocular inspection on the planned improvement of the Intellectual Property and Technology Business Management (IP-TBM) Facility.

The visit, led by Ar. Ma. Kimberly T. Abad of the DOST-PCAARRD-IDD, aimed to strengthen the fisheries Bureau's efforts in advancing IP and commercialization in the region. Discussions also focused on the possibility of the improvement of the DA-BFAR Region 2 IP-TBM Facility to institutionalize support for innovation and technology transfer in the fisheries sector.

“The improvement of our IP-TBM Facility will enable us to better protect our intellectual property and technologies, and support their commercialization that can eventually benefit our stakeholders” said Dr. Angel B. Encarnacion, Regional Director of DA-BFAR 2.

Following the meeting, Ar. Abad, together with the BFAR Dos IP-TBM team led by Dr. Emma L. Ballad, inspected the current facility and proposed rehabilitation site to assess their readiness for the proposed improvements. The activity aimed to identify facility needs that will strengthen the fisheries Bureau as a center for IP protection, technology transfer, and commercialization activities.

SAN JUAN, LA UNION – The RAISE-Cagayan Valley (RAISE-CV) team successfully concluded their pitching presentations today, August 14, 2025, as part of the fourth-day activities of the National Technology Valuation Training for RAISE Batch 2.

The said activity aimed to improve participants’ skills in effectively presenting and promoting their IP assets to potential clients.

Featuring valuation pitches of various intellectual properties (IPs), the RAISE-CV team showcased their promising IPs through the following presentations:

The 10-day training program is set to conclude on August 15, 2025, with sessions on Common Pitfalls to Avoid, Capstone Wrap-Up: IP Commitments, and Future Action Planning. The program will culminate in a graduation ceremony, recognizing the efforts and achievements of all participants.
