The Broken Arrow City Council adopted the Fiscal Year 2027 Municipal Budget, with total planned expenditures of $487,039,048, at its June 15 meeting.

The budget is a blueprint that establishes the cityโ€™s financial priorities, guides service levels based on available resources, and operates on a fiscal year budget cycle from July 1 through June 30.

โ€œThe City Council and the administrationโ€™s top priority remains the development of a municipal budget that meets community expectations while remaining financially stable,โ€ City Manager Michael Spurgeon said.

Broken Arrow Police and Fire will implement a coordinated enforcement plan on July 3 and 4 to help keep citizens safe during the Independence Day holiday weekend.

Fire Marshal Justin Sharp and Major Stephen Garrett of the Broken Arrow Police Department summarized the enforcement measures that will be in effect and discussed the impact of Oklahoma Senate Bill 1948, the Rocket's Red Glare Act, on Broken Arrow.

โ€”Fireworks are legal within city limits on July 3 and July 4 from 3 p.m. to 11 p.m.,
โ€”Fireworks do not require a permit.
โ€”Fireworks cannot be discharged on grass, dirt, or any combustible surface. They may be used on non-combustible surfaces like driveways, roads, and parking lots if you have permission to be there.
โ€”Fireworks may not be discharged within 25 feet of any structure, including houses, garages, or buildings.

โ€œIndividuals must clean up firework debris the same day,โ€ Sharp said. โ€œPlease donโ€™t leave trash out overnightโ€”weโ€™ll be watching for that.โ€

Itโ€™s also important to note that fireworks cannot be discharged at any of the 43 city parks around the community. Nor are they permitted to be discharged on arterial streets or any streets larger than 26 feet wide.

โ€œThatโ€™s something the public needs to be made aware of for sure,โ€ Sharp said.

Fines for violating the law start at $274; after 11 p.m., they are double and can reach $549, plus court costs.

Maj. Garrett spoke about the Rocketโ€™s Red Glare Act, which went into effect on May 29, 2026, noting that the new state law allows year-round fireworks sales but does not prevent cities or counties from setting their own restrictions.

Fireworks sales used to be restricted in Oklahoma to certain times of the year, but now sales are permitted year-round.

โ€œThe new law removes the ban on bottle rockets in Oklahoma, which were banned for about 45 years until this act went into effect,โ€ Garrett said.

BAFD will have four enforcement teams dedicated solely to fireworks.

โ€œEach enforcement team will have two deputies, a fire marshal, or people from the Prevention Divisions out policing specifically in city parks and roadways,โ€ Sharp said. โ€œThey will also answer specific calls we get from 911. We will address all safety concerns.โ€

However, the Police and Fire asked residents not to call 911 unless it is an actual emergency. The best way to contact BAFD or BAPD is to use the non-emergency line at 918-259-8400 to report fireworks violations.

โœ… Place your carts at the curb with the wheels facing your home and the opening toward the street
โœ… Leave at least 8 feet of clearance from mailboxes, vehicles, and other obstacles
โœ… Keep 3 feet of space between carts
