𝐍𝐞𝐰 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐀𝐬𝐬𝐞𝐬𝐬𝐨𝐫 𝐏𝐮𝐬𝐡𝐞𝐬 𝐃𝐢𝐠𝐢𝐭𝐚𝐥𝐢𝐳𝐚𝐭𝐢𝐨𝐧, 𝐅𝐚𝐢𝐫 𝐕𝐚𝐥𝐮𝐚𝐭𝐢𝐨𝐧 𝐑𝐞𝐟𝐨𝐫𝐦

(Legazpi City, June 8, 2026) Darla-Mae Z. Bulalacao has been appointed as the new head of the Provincial Assessor’s Office in Albay.

Bulalacao identified digitalization as a key priority to modernize services and improve the speed and efficiency of transactions for taxpayers and the public.

She also underscored the implementation of the Real Property Valuation and Assessment Reform Act (RPVARA), including the updating of the Schedule of Market Values (SMV) to ensure a fair and updated basis for property taxation.

The reforms are expected to strengthen service delivery, improve public confidence in valuation systems, and support provincial development through more efficient revenue generation.

Bulalacao said the modernization efforts aim to establish a more responsive and taxpayer-friendly system aligned with current standards and good governance practices.

The initiative reflects the Provincial Government of Albay’s continued push for efficient public service delivery and sustainable development across the province.

Cilot, R.E.A., R.E.B., presented the Proposed Schedule of Market Values (SMV) for Lands and Buildings in the Province of Albay before the Local Sanggunian of the Municipality of Rapu-Rapu on June 2, 2026.

The presentation was presided over by Vice Mayor Hon. Tom S. Galicia and attended by members of the Sangguniang Bayan, with the support of Mayor Hon. Romel A. Galicia. The activity forms part of the continuing presentation of valuation schedules under the Real Property Valuation and Assessment Reform Act (RPVARA) in preparation for the conduct of the public consultation process.
