🇪🇺 The European Union Election Observation Mission (EU EOM) to Kosovo 2025 has formally concluded its activities.

Throughout the mission, a total of 104 observers from all 27 EU Member States, as well as Canada, Norway and Switzerland, observed the electoral process across all municipalities of Kosovo, in line with international standards for democratic elections and Kosovo’s legal framework.

Eighteen long-term observers (LTOs) were deployed in all regions of Kosovo to provide continuous and comprehensive observation reports to the mission’s Core Team. The LTOs’ work encompassed the pre-election period, election day procedures — including voting, closing and counting — as well as the immediate post-election environment.

📘 The mission’s final report, now published, contains a thorough analysis of the electoral process and offers a set of recommendations aimed at further improving the electoral process in Kosovo.

The EU EOM wishes to express its deep appreciation to the people of Kosovo, electoral stakeholders, and all interlocutors for their cooperation and engagement throughout the course of the mission.

With the conclusion of its mandate in 2025, the EU EOM reiterates its continued support for democratic processes in Kosovo and extends its sincere thanks to all those who contributed to the mission’s success.

📌 Today, the European Union Election Observation Mission convened a roundtable discussion with key electoral stakeholders, including representatives of electoral and judicial institutions, political parties with parliamentary representation, media, and civil society organisations.

✅ The primary focus of the meeting was the presentation and discussion of the recommendations outlined in the final report prepared by the EU EOM following the Kosovo parliamentary elections held in February. The mission’s core team listened to the round table participants’ comments and insights, with representatives of the EU Office also present.

🇪🇺 The election observation mission is independent from EU institutions. The role of the EU Office in Kosovo will be to follow up on the implementation of the mission’s recommendations. Their implementation is the responsibility of Kosovo’s electoral stakeholders.

🤝 Today’s meeting provided a platform for diverse voices and reflects the EU EOM's commitment to fostering a constructive dialogue with all relevant actors.

Discussions focused on the recommendations outlined in the final report, which the observation mission offers to the stakeholders involved in the electoral process. They are not a prescription but an invitation to strengthen Kosovo’s democratic institutions through open and inclusive dialogue.

The primary focus of the meeting was to deliberate on the recommendations outlined in the final report, assess their feasibility for implementation, and determine the most effective approaches for their application.
