【Messages from Ambassador Suzuki: What is FOIP?】
Today, Japan, like Samoa, is a nation that cherishes peace above all else and deeply values its national independence. However, in today's international community, no nation can maintain its existence and prosperity by itself. Even here in Samoa, what is happening far away in Iran is affecting people's lives through rising fuel costs. Japan, an island nation just like Samoa, also heavily relies on its connections with overseas countries across the seas for much of its prosperity.

In particular, the peace and stability of nations in the "Pacific" region, where both Japan and Samoa are located, and in the "Indian Ocean" region, which stretches beyond the Strait of Malacca and Australia to the distant Middle East and Africa, hold significant meaning for Japan and, naturally, for the people of these regions. Especially now, as unilateral attempts by some major powers to change the status quo by force have become apparent, and the international order based on the rule of law is wavering, regional nations are obliged to be more resilient and have freedom to decide for oneself, while also deepening their connectivity with one another.

Although not widely known here in Samoa, a key concept that serves as one of the guiding principles for Japan's diplomacy today is the "Free and Open Indo-Pacific," abbreviated as FOIP. This concept was first presented in a speech delivered by then-Prime Minister Shinzo Abe in Kenya ten years ago. Ten years after this initiative, this vision resonated with many countries and has become widely supported by like-minded countries.

While the international situation has changed over these ten years, recently, on May 2nd, Prime Minister Sanae Takaichi delivered a speech in Hanoi, Vietnam, outlining the "evolution" of this concept. In that speech, she emphasized that Japan, based on this vision, will promote concrete initiatives to help all countries to be “resilient and prosperous together," and that it is crucial for each nation in the region to be capable of making its decisions on its own as an independent country and "resilient" against external shocks, even while deepening their connectivity with one another.

Japan is working on various problems with a global perspective, together with a wide range of friendly Indo-Pacific nations. Already in various countries across the Pacific region, initiatives to concretely advance this evolved FOIP vision are also gaining momentum. Also here in Samoa, efforts to promote FOIP are beginning to take shape.

【Congratulatory speech by Geraldine Karita Aumua, the MEXT scholarship recipient 2026, at the Yazaki Kizuna Foundation 2026 Scholarship Awards Presentation Ceremony】

On 6 May 2026, Geraldine Karita Aumua attended the 2026 Scholarship Awards Presentation Ceremony hosted by the Yazaki Kizuna Foundation and delivered congratulatory speech as a former recipient of YAZAKI Kizuna Foundation in 2024 and 2025. Looking ahead, she will be pursuing her studies in Japan starting in this September as a MEXT scholarship recipient.

Here is the full text of her congratulatory speech.

Your Excellency, Mr. Ryotaro Suzuki, Ambassador of Japan to Samoa; Afioga To’oto’oleaava Dr. Fanaafi Aiono-Le Tagaloa, Campus Director of USP Samoa; Ms. Yumiko Asakuma, Representative of JICA Samoa; Mr. Shigeo Hosokawa, Managing Director of the Yazaki Kizuna Foundation, and the visiting delegation esteemed teachers and staff, parents, and the 2026 scholarship recipients—Talofa Lava and a very good morning to you all.
My name is Geraldine Karita Aumua, from the villages of Sauniatu and Solaua. It is a profound honor to stand before you today to share the story of a journey made possible by the Yazaki Kizuna Foundation.
In 2024, I was one of the first five students to receive this scholarship at USP. In 2025, as the Foundation grew to support ten students, I was blessed to be selected once again. These were my final two years of law school. For my first three years, my parents carried the heavy financial burden of my education alone. To the Yazaki Kizuna Foundation: thank you for stepping in when I needed it most and allowing me to complete my studies.
To the parents here today: fa’afetai le onosa’i, fa’afetai le lagolago. We know that providing for your children is not easy, especially as the cost of living rises. You have given everything so your children could have a future. Today, Yazaki has eased that burden, and that is a blessing we must never take for granted.
My journey as a recipient was defined by one word: commitment. It was a commitment to be better than I was yesterday. On the days when tiredness hit and the assignments felt like too much, I reminded myself that only I could do the work. It is normal to feel pressured or not good enough, but what matters is that you never give up.
We were told that if we performed well, the Foundation would increase its support for others. I worked hard not just for my own degree, but to prove that Samoan students are worthy of this investment, ensuring the door stayed open for all of you sitting here today.
This scholarship did more than just pay my fees; it gave me a vision. This year, I am proud to share that I have been awarded a MEXT Scholarship, from the government of Japan, to pursue my Master’s degree in Japan this September. My time with the JENESYS program and the Yazaki Kizuna Foundation paved the way for this dream to come true. Moving from local sponsorship to finally heading to Japan is a journey I’m deeply grateful for, and I can't wait for this next chapter.
To the new recipients: YAZAKI KIZUNA Foundation Scholarship is your starting line. Do well, aim high, and remember that your success today builds a bridge for those who will follow tomorrow.

【Attendance at the Yazaki Kizuna Foundation 2026 Scholarship Awards Presentation Ceremonies (6 May 2026) 】

On 6 May 2026, H.E. Mr. Ryotaro Suzuki, Ambassador Extraordinary and Plenipotentiary of Japan to the Independent State of Samoa, attended the 2026 Scholarship Awards Presentation Ceremonies hosted by the Yazaki Kizuna Foundation and delivered congratulatory remarks.

In the morning, the ceremony for scholarship recipients from the University of the South Pacific (USP) was held at the USP Alafua Campus. In the afternoon, another ceremony was held at the National University of Samoa (NUS) for NUS scholarship recipients.

This year, 15 students from USP and 24 students from NUS were selected as scholarship recipients. The awardees included not only students in their teens and twenties, but also mature students, including those raising families while continuing their studies, and working adults pursuing higher degrees. The ceremonies highlighted the strong motivation and commitment to learning shown by students across a wide range of generations. It was also noted that many of this year’s recipients demonstrated particularly strong academic performance.

The ceremonies were attended by representatives of the respective universities, the Yazaki Kizuna Foundation, the JICA Samoa Office, and other distinguished guests. Certificates were presented to each scholarship recipient. In his remarks, Ambassador Suzuki expressed his respect for the students’ hard work and commitment to learning and stated his hope that the scholarship would help broaden their future opportunities and contribute to the development of human resources for the future of Samoa.

The Yazaki Kizuna Foundation was established through a donation from Yazaki Corporation and has continued to provide scholarship support to students in Samoa since 2018. This initiative has made an important contribution to strengthening the friendship between Japan and Samoa, as well as promoting people-to-people exchange and human resource development through education.

The Embassy of Japan in Samoa will continue to work towards further strengthening the friendly relations between Japan and Samoa through education, human resource development, and grassroots-level exchanges.

《Message from a MEXT Scholar: Mr. Le'aututū Manuia Lameta-Brown, Research Student at Kyoto University》

Pursuing a Master's degree through the MEXT Scholarship has been one of the most meaningful decisions I’ve made. It has given me access to a learning environment that constantly challenges me to think more deeply and critically. My purpose through my degree was to get the knowledge and skills needed to contribute to improving energy systems in Samoa. This scholarship, Kyoto University and the experiences I’ve had in Japan have all played a role in shaping that journey and bringing that goal closer within reach.

At the same time, living here has allowed me to experience a new culture and build connections with people from around the world, growing both personally and professionally. Truthfully it can be lonely being so far from home, and there are so few Samoans in Japan. But this also comes with the opportunity to share our culture with everyone I meet! Many people tell me "I have never heard about Samoa" or "you are the first Samoan I have met!" so I am always proud to share our country with anyone who will listen!

So if you are considering this path, anchor your decision in God and in a strong purpose for your studies. Know that this opportunity can open doors not just academically, but in how you see the world and your place in it. Our Samoan perspective is unique and sharing it with a global space has been one of the most rewarding parts of this journey!
