Ho Chi Hinh City Open University (HCMCOU) was founded on July 26th, 1993, according to the Decision 389/Ttg signed by the Prime Minister on the foundation of Ho Chi Minh City Institute of Open Education established on June 15th, 1990 according to the Decision 451/Ttg signed by the Minister of Education and Training. HCMCOU is the first institution to offer an open training with the aim of implemen

ting the directions of the Communist Party and Government in socializing education and multiplying training types. HCMCOU is a higher education institution offering a variety of programs ranging from on-site to distance learning and learning at satellite academic centers, it aims to meet various learning needs of society and to contribute enriching the country’s human resources. There are currently more than 60,000 students enrolling in daytime, nighttime, and distance-learning courses at HCMCOU. The university has, thus far, granted approximately 40,000 bachelor degrees and more than 1,500 master degrees.

THE SHORT FILM SERIES “MY VIETNAM DIARIES” | OFFICIALLY LAUNCHED

🇻🇳 “My Vietnam Diaries” is a storytelling-art short film series, capturing authentic and emotional stories about the journey of international students from Ho Chi Minh City Open University in Vietnam.

👣 Through intimate and relatable footage, viewers will follow the students as they explore the vivid life here. From the early days of navigating a new learning environment and discovering exciting cultural differences, to the friendships built and the unforgettable experiences of youth.

✨ Each month, “My Vietnam Diaries” will bring a unique theme, a distinct perspective, and a different character. It could be the very first time meeting and chatting with new friends in Vietnam, exciting city exploration trips filled with culinary experiences, or simply the rustic, everyday moments of student life.

Through each episode, viewers will see Vietnam through the lens of young people from various countries, while experiencing an open, multicultural, and experiential learning environment at OU.

Each story is not just a journey of exploring a new land, but also a journey of growing up, adapting, and finding a sense of belonging here.

MINISTER OF EDUCATION AND TRAINING PRESENTS APPOINTMENT DECISIONS TO THE PRESIDENT AND VICE PRESIDENTS OF HO CHI MINH CITY OPEN UNIVERSITY

🌟 On June 5, 2026, the Ministry of Education and Training (MOET) held a conference to announce appointment decisions for heads and deputy heads of higher education institutions and vocational education institutions under the Ministry.

📌 According to the announced decisions, Prof. Nguyen Minh Ha was appointed President of Ho Chi Minh City Open University. Dr. Do Sa Ky and Senior Lecturer Dr. Le Xuan Truong were appointed Vice Presidents of the University. The appointments are for a five-year term.

🌿 The leadership appointments mark a significant milestone in the development of Ho Chi Minh City Open University, contributing to the effective implementation of Resolution No. 71 of the Politburo on breakthrough development in education and training, while meeting the requirements of the Law on Higher Education, the Law on Vocational Education, and other relevant regulations.

📈 With more than 35 years of establishment and development, Ho Chi Minh City Open University has become a multidisciplinary public university and a pioneer in promoting a learning society in Vietnam. Guided by its educational philosophy of “Humanity – Openness – Practicality – Integration,” the University continues to expand access to higher education through flexible and learner-centered modes of delivery, particularly distance education, part-time programs, and online learning.

🌿 In this new phase of development, Ho Chi Minh City Open University will continue to advance its pioneering role in open education, accelerate digital transformation, enhance the quality of teaching and research, expand international cooperation, strengthen community engagement, and further establish its position as a reputable higher education institution in the region and beyond.
