OMB Director Julio Rhymer Provides Clarity on the Budget Stabilization Fund Transfer

The recent $3 million transfer from the Budget Stabilization Fund was lawful and conducted under the authority of Title 33, Section 3100m.

Public suggestions of criminal wrongdoing are unfounded and do not reflect the authority established by the governing statute.

Director Julio Rhymer remains committed to transparency, accountability, and full compliance with all legal requirements governing the responsible management of public funds.

The Office of Management and Budget will continue to provide accurate information and uphold the highest standards of fiscal responsibility in service to the people of the Virgin Islands.
