The Board of County Commissioners passed a Facilities Masterplan Update at last week’s meeting. After several discussions with the Court’s General and Domestic Relations Divisions, a new vision took shape. A new Family Services Center, located at the former Greenewood Manor site, is now the next step in the plan. The new facility will house: Domestic Relations Court, Probate Court, Family & Children First, and all four divisions of Job & Family Services. The building will be state-of-the-art, purpose built and more secure than the spaces they currently occupy.

With this change, the Prosecutor’s Office, Public Defender, Grand Jury, Clerk of Courts, and General Division will remain downtown. The Clerk of Court and General Division will stay in the Historic Courthouse and the Prosecutor’s Office and Public Defender will move to the new Administration Building.

This modification will result in an overall reduction in cost, mostly due to the savings realized from a smaller parking garage and smaller Administration building. Total cost goes from $153 million to $145 million.

Greene County Facilities Masterplan Truth vs. Fiction

Fiction: Commissioners want to build a $153,000,000 Justice Complex.

Fact: There is not a $153,000,000 Justice Complex included in the long-term Masterplan. The Judiciary Center being considered is estimated to cost $20,487,500. The 20-25-year Masterplan includes consolidation of buildings, construction of three new buildings, a parking garage, and renovation to several county buildings.

Fiction: There is a showdown coming between the Judges and the Commissioners over the $153,000,000 Justice Center.

Fact: The Facilities Masterplan is a living document designed to be modified before any part or piece is considered for ex*****on. It was amended originally after Commissioners received concerns from the Juvenile Division Judge. The Commissioners' Office is currently in discussions with the General and Domestic Relations Division Judges on possible modifications to the Masterplan which would address both County and Court concerns.

Fiction: This is a multimillion-dollar waste of taxpayer money.

Fact: Having a long-term Masterplan is responsible stewardship and planning for the future of County operations. Master planning is a strategic, long-term process for creating a vision and roadmap for future development and allows the County to manage resources efficiently, and ensure functionality for years to come.

Fiction: The Commissioners are in a rush to break ground and start building.

Fact: No contracts have been solicited or signed for design or construction of any part of the Masterplan. Commissioners are working with Judges on possible modifications to the Masterplan that would better suit their needs. Given the uncertainty around County expenses and revenues, the Commissioners are not comfortable executing any part of the Masterplan until the final resolution is known and resources can be measured.

Fiction: - The plan is a “Downtown Killer” for Xenia.

Fact: The Masterplan, in its current iteration, would bring more County employees and customers downtown. The City of Xenia’s staff was involved in the planning process and is supportive of the vision and investment in downtown Xenia.

Veterans Services Fact vs. Fiction

Fiction: Commissioners are stealing money from Greene County Veterans.

Fact: Commissioners work with the independently appointed Veterans Services Commission, to ensure they are fully funded to provide all services they are allowed by law to provide. The Veteran Services Board requests a budget each year and the Commissioners provide that level of funding. If the need becomes greater than what was budgeted, additional funds are provided.

Fiction: Indictments and criminal charges may be coming for illegal use of Greene County Veterans’ money.

Fact: The County is audited by the State Auditor every year. If the funds were being illegally collected or spent, the County would have been notified through the State Auditor’s office and it would have been corrected immediately. The County has consistently and continually received a clean audit opinion from the State Auditor.

Fiction: Taxpayers paid around $3.4 million to support the Veterans Services Commission this year, but their budget was only about one million dollars.

Fact: The Commissioners receive 2.5 mills of inside millage annually into the General Fund. By law, the Veterans Service Commission may request up to an amount equivalent to .5 mills. That is the maximum the law allows the Veterans Service Commission to request to provide services; it is not what must be appropriated and spent.

Fiction: The Veterans Services Commission should receive the entire .5 mills; they will find a way to spend it.

Fact: The Veterans Services Commission and staff are fully dedicated to taking care of our veterans. There are only certain things the law allows that funding to be used toward. Greene County Veterans Services works very hard to ensure veterans are connected to all of the benefits they are entitled. They provide direct financial assistance when applicable, as well as connect veterans to other resources available. The County Commissioners have always approved funding necessary to provide the services.
