655th Intelligence, Surveillance and Reconnaissance Wing Welcome to the 655th ISR Wing – Air Force Reserve Command's only ISR Wing!

The organization officially became a wing Sept. 20, 2018, consisting of two Groups and 14 Classic Associate Unit intelligence squadrons across seven different states conducting 10 distinct missions. Mission Statement: To develop highly skilled Reserve Citizen-Airmen providing vital intelligence support to combatant commanders in order to “Fly, Fight, and Win.”

TSgt Joshua Osborne from the 718th Intelligence Squadron supported multinational intelligence operations at Yokota Air Base, Japan, as part of the U.S.-Japan Bilateral Intelligence Analysis Cell (BIAC). Working alongside U.S., Japanese and Australian partners, TSgt Osborne helped coordinate intelligence collection and strengthen information sharing efforts supporting regional security across the Pacific theater.

“When working with allies, we have to change our approach,” Osborne said. “Understanding cultural differences and applying that understanding to how we do the mission is essential.”

Osborne’s deployment highlighted the importance of interoperability, trust and cultural awareness in multinational operations while reinforcing the 655th Intelligence, Surveillance and Reconnaissance Wing’s commitment to allied partnerships and mission readiness.

Air Force culture has shaped our nation’s defense for generations, and that legacy continues within the 38th Intelligence Squadron, where Reserve Citizen Airmen strengthen and expand the Active-Duty mission through Total Force integration.

Traditional Reservist and civilian certified flight instructor SSgt Roman Wilbert demonstrated this spirit firsthand by providing Airmen with a hands-on aviation experience. Through pre-flight instruction and exposure to an Instrument Landing System (ILS) approach, Airmen gained a deeper appreciation for the professionalism and attention to detail required across the Air Force mission.

“Beyond introduction to the basic controls, these Airmen experienced the strict discipline and teamwork required to navigate a precision Instrument Landing System (ILS) approach to the runway of an active air base," Wilbert shared. "Translating this thrilling hands-on experience into a lesson on perspective and attention to detail directly connects them to the core of our Air Force mission, inspiring them to elevate their own professional standards and broadening their understanding of the Total Force.”

As the Air Force approaches its 250th anniversary, the 38 IS Ravens remain committed to carrying that legacy forward.

During the Summer 2025 season, the Department of the Air Force lost 16 Airmen and Guardians to preventable mishaps. The leading causes were water-related activities, motor vehicle crashes, motorcycle incidents, and off-road vehicle mishaps.

Every loss is one too many. As we enjoy time with family, friends, and teammates, let’s make smart choices, manage risk, wear the right protective gear, avoid impaired driving, and look out for one another.
