Is your street in rough shape? I have bad news. The council voted to return the Broadway grant money. To balance the budget 14 blocks of street repair will get delayed. On the bright side: Winona gets to keep our highway-sized raceway named Broadway.

On behalf of the Winona Human Rights Commission we urge the City Council to move forward with the Broadway Road Project.

In general, we support the project because it will make the corridor a safer place for drivers, for pedestrians, and for people utilizing other modes of transportation. However, this Project will also assist the City in becoming compliant with the Americans for Disabilities Act by providing funding to update all of the sidewalk corners along the entire corridor of Broadway from Sioux Street to Mankato Avenue. If the project doesn’t move forward now, using the grant funding already applied for and available, these basic accessibility features for 100 crossings could be delayed for up to 30 years! That’s $1 million dollars for ADA compliance that would have to come out of the Winona budget rather than from Federal and State grant funding.

It is a Human Right to be safe, and the Minnesota’s Human Rights Act prohibits discrimination based upon disability or age. Accessible curbs and sidewalks for individuals with disabilities, elderly individuals, and young children make Broadway and the City of Winona safer for everyone. We have an opportunity through this well-researched project to use available federal and state funding that will not take away from other necessary City projects or maintenance.

Again, we ask you to vote to move forward with the project. This is an opportunity we should not shrug away.

At 9 pm on October 20th, 2015, emergency vehicles lit up our front living room of our house on Broadway St. A WSU student, Britney Rayla Nelson, was in the crosswalk and struck by a car. Her body was thrown over 60 feet from the west side of the intersection into, essentially, my front yard, right underneath the street sign.

I held my five-month-old son and looked out at her lying partially in our yard surrounded by emergency responders. Britney was someone’s daughter. She was just walking home. That could be my son lying there unresponsive. Britney suffered skull fractures and brain and spinal injuries but she survived, thank goodness.

We have the money and plans to improve Broadway so that everyone’s children are safe. How many people need to have their lives derailed or ended before we do what is right for our city? How many people have to have near misses with traffic? Let’s design our city to help us drive more responsibly and protect everyone.

What do we have to lose? Half a minute in our commute. Britney had to learn to walk again.

This video is a STAGED DEMONSTRATION and it perfectly captures the risk pedestrians face when crossing Broadway.

Imagine being a child.
Imagine being shorter.
Imagine you forgot your glasses.
Imagine it was raining or the sun was low.
Imagine how this can get worse.

The interior lanes can't always see pedestrians because they are blocked from view. Cars traveling in the right lane will pass on the left thinking the car in front of them is turning, when in reality they are stopping for a pedestrian.

We can fix this. We can have a Better Broadway.

The experts want it. The data supports it. Our shared responsibility for community safety demands it.

Hi. I live one block off Broadway. I often cross Broadway with my partner and two young children. We walk downtown, buy groceries and visit Levee park nearly every day. We love Winona. Sadly, I’ve had too many close calls on Broadway both as a driver and a walker. I’ve heard car crashes while eating lunch and ran outside to see two cars smashed at the Broadway intersection. I’ve stopped for a pedestrians and watched cars behind me try to pass and almost hit families.

For years I’ve seen City Council vote YES on making Broadway safer. The sad thing is, a new council is trying to undo all of our hard work. That’s why I’m here. To show you why Broadway is a danger and why it needs to become a 2-lane road. I will be light with words and heavy on photos and video. Not enough people have seen the dangerous and ugly side of Broadway - the one I experience with my family almost every day.
