From the Windsor Police Department

The Windsor Police Department is currently investigating multiple incidents involving the larceny of lawn equipment in the area. Items reported stolen include lawn mowers, w**d eaters, blowers, and other landscaping equipment.

Residents and business owners are encouraged to check their property, sheds, garages, trailers, and storage areas to ensure that no equipment is missing. If you discover missing property or notice suspicious activity, please report it to the Windsor Police Department as soon as possible.

When reporting, please provide:

* Description of the missing equipment
* Brand, model, or serial numbers if available
* Photos or identifying marks
* Approximate date and location last seen

The cooperation of the community is important in helping identify suspects and recover stolen property.

Anyone with information is asked to contact the Windsor Police Department immediately.

Please remain vigilant and report any suspicious persons or vehicles in your neighborhood.

Subject: Golf Cart Inspection and Roadway Restrictions

The Windsor Police Department would like to remind all residents of the regulations regarding the operation of golf carts within town limits.

All golf carts must be properly inspected and approved for use by Windsor PD before being operated on public streets. Owners are responsible for ensuring their vehicles meet all safety requirements and display any required permits or identification.

Golf carts are not permitted to operate on King St, Sterlingworth St, and Granville St. and any roadway with a posted speed limit of 35 miles per hour or higher. This restriction is in place to ensure the safety of both golf cart operators and other motorists.

Additionally, golf carts may not be operated by any person under the age of 16.

Residents are encouraged to review local ordinances and ensure compliance with all applicable laws.

Announcement 4/16/2026

On today’s date, 4/16/2026, a male subject was arrested for an outstanding Order For Arrest for a minor traffic offense, in Ahoskie NC.

Reports of this subject being involved with the 1993 Be-lo Murders are, at this point, unconfirmed. Windsor Police Department is committed to investigating and exhausting any and all leads in reference to this case, and will look into every avenue regarding this individual.

Windsor Police Department asks the community to respond to the immense speculation with respect and dignity, as we look into evidence.

Grand Jury Returns True Bills of Indictment in Windsor Shooting Investigation

Windsor, NC — A Bertie County grand jury has returned true bills of indictment against Joe Grant Clark III in connection with a series of violent offenses investigated by the Windsor Police Department in collaboration with the North Carolina State Bureau of Investigation (NCSBI).

The charges stem from an incident that occurred on December 21, 2025, which resulted in the death of Daneli Hoggard, a 16-year-old male.

Clark has been indicted on the following charges:

One (1) count of Murder
One (1) count of Armed Robbery
One (1) count of Conspiracy to Commit Armed Robbery
Seven (7) counts of Discharging a Firearm into an Occupied Vehicle with Intent to Inflict Serious Injury
Twenty-two (22) counts of Discharging a Firearm into an Occupied Vehicle

Following the indictments, Clark was placed under a secured bond of $1,000,000.

a juvenile defendant has also received a true bill of indictment for one (1) count of Murder. Due to the individual’s age, no additional identifying information will be released at this time.

Chief Justin Jackson expressed his appreciation for the investigative efforts that led to these indictments, Officer Mike Patterson for his work on the case, as well as the agents of the NCSBI for their assistance and partnership.

This case is the result of a coordinated effort between the Windsor Police Department and the NCSBI. Windsor Police Department continues to emphasize their commitment to public safety and the thorough prosecution of violent criminal activity.
