Public Notice -
Pursuant to Executive Order 11988 (Floodplain Management), Executive Order 11990 (Wetlands), and Federal Emergency Management Agency’s (FEMA) implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides final notice of its decision to provide Hazard Mitigation Grant Program funding for an action located in a floodplain and wetland. Funding would be provided through the Maine Emergency Management Agency to the Town of Windham to increase the capacity of the McIntosh Brook Culvert.

The action is located at the McIntosh Brook Culvert on Falmouth Road in Windham, ME. The existing double barrel 36-inch round corrugated culverts would be replaced with a 14-foot wide x 8-foot high concrete box culvert with a 1-foot headwall and 1-foot toe wall. The culvert would be embedded 2-feet to provide a natural bottom and natural streambed material and existing streambed material would be used to mimic the natural substrate and support aquatic passage. All staging would take place within the existing right-of-way. Work would be completed in the dry through use of temporary barriers, pumping, and stream diversion and would be completed during the in-stream water work window in Maine. Additionally, sedimentation and erosion control measures would be implemented in accordance with the Maine Soil and Erosion Control manual.

The project would increase the capacity of the culvert and is intended to reduce flooding and improve hydraulic conditions. Since the project is designed to meet Maine DOT standards and Stream Smart Crossing Principles, adverse impacts are not expected to occur as a result of this project.

The project must be in the floodplain because of its nature and purpose project. Alternatives were considered, including a no-action alternative, and replacement in-kind. The preferred alternative would be the most efficient design to address the currently undersized, deteriorating culvert, and meet current codes and standards. Grant conditions will also require compliance with all federal, state, and local laws, including Clean Water Act permitting and coordination with the local floodplain administrator.

Please be aware that beginning the evening of September 8th there will be night construction on route 302 to place a sewer line up to River Road. Traffic will be maintained in both directions with a lane shift.
