Conviction Secured in R**e Investigation Following Negotiated Plea
The Winder Police Department announces a plea in the criminal prosecution of 47-year-old Daniel Barrios Catalan of Winder, Georgia. On May 29, 2026, Catalan entered a negotiated plea agreement in Barrow County Superior Court, pleading guilty to Aggravated Assault with Intent to R**e and False Imprisonment.

Under the terms of the negotiated plea agreement accepted by the court, Catalan was sentenced to 20 years to serve 15 in confinement followed by 10 years of probation to serve consecutively.

The conviction stems from an investigation initiated on March 4th, 2025. Winder Police officers responded to an area hospital following a report from a mandated reporter of a possible sexual assault against a patient who had come to the hospital for medical treatment. Through detailed forensic analysis, witness interviews, and other investigative efforts, detectives identified Catalan as the primary suspect. At the time of the incident, Catalan was the restaurant manager of the former Latin Flavors restaurant in Winder, Georgia where the assault was determined to have initiated.

"This conviction is a direct result of the coordinated efforts of the Winder Police Department and the Piedmont Judicial Circuit’s District Attorney’s Office," said Winder Police Chief Fullington. "The negotiated plea ensures swift justice, holds the offender accountable, and spares the victim from the emotional burden of a prolonged trial."

During National Police Week, we recognize the men and women who serve and protect our communities every day with courage, professionalism and dedication.
Today, on Peace Officers Memorial Day, we also pause to remember the officers who gave their lives in the line of duty and the families, friends and fellow officers who carry that loss with them.

Winder Police Department’s K9 Max receives donated body armor

Winder Police Department, GA - K9 Max received his bullet and stab protective vest this past week thanks to a charitable donation from non-profit organization Vested Interest in K9s, Inc. K9 Max’s vest was sponsored by DMS Drywall of Inman, SC and is embroidered with the sentiment “In memory of Dylan Michael”.

Vested Interest in K9s, Inc., established in 2009, is a 501(c)(3) charity whose mission is to provide bullet and stab protective vests and other assistance to dogs of law enforcement and related agencies throughout the United States. This potentially lifesaving body armor for four-legged K9 officers is U.S. made, custom fitted, and National Institute of Justice (NIJ) certified. Since its inception, Vested Interest in K9s, Inc. has provided over 6,348 vests valued at $6.9 million to K9s in all 50 states, made possible by both private and corporate donations.

The program is open to U.S. dogs at least 20 months old, actively employed, and certified with law enforcement or related agencies. K9s with expired vests are also eligible to participate. There are an estimated 30,000 law enforcement K9s throughout the United States.

Vested Interest in K9s, Inc. accepts tax-deductible contributions in any amount, while a single donation of $1,050 will sponsor one vest.
