From the desk of Police Chief Jon Schulteis regarding e-bike safety-

As the weather warms, we have seen an increase in the use of electric bicycles (e-bikes) across the county. However, under Wisconsin law, certain requirements need to be met to be declared an e-bike. Some of these vehicles are actually electric dirt bikes and are classified as Off-Highway Motorcycles (OHMs or E-motors) not bicycles.

Under Wisconsin law, an electric bicycle (e-bike) must:
▪️Have fully operational pedals capable of being powered by human effort
▪️Have an electric motor of 750 watts or less
▪️Fall into one of the following classifications:

Class 1 E-Bike
• Pedal-assist only
• Motor assistance stops at 20 mph
• No throttle

Class 2 E-Bike
• Throttle-assisted (can operate with or without pedaling)
• Motor assistance stops at 20 mph

Class 3 E-Bike
• Pedal-assist only
• Motor assistance stops at 28 mph
• No person under the age of 16 may operate a Class 3 E-bike

▪️No pedals = NOT an e-bike under Wisconsin law.
▪️Many electric dirt bikes are classified as Off-Highway

Motorcycles (OHMs) and are regulated differently under Wisconsin law through the Wisconsin DNR. This includes rules on where they can be operated, rider age requirements, and registration. Unlike traditional e-bikes, many of these electric dirt bikes weigh over 100 pounds and can reach speeds exceeding 65 mph.

As we continue into the summer months, officers will be out promoting safe riding and educating riders on the law. Violations may result in warnings, citations, or other enforcement action when appropriate.

If you are unsure how your electric bike is classified, please contact your local law enforcement agency or the Wisconsin DNR.

The Burn Ban in the Town of Norway has been lifted as of April 24, 2026.

The fire department follows guidance from the Wisconsin Department of Natural Resources burning map.
Even after a ban is lifted, restrictions can change quickly based on weather (wind, humidity, and dryness).

Fire Safety Reminder
Even though our area is currently at Low Fire Danger per the Wisconsin DNR, conditions this time of year (March–June) can change quickly.
Dry leaves, dead vegetation, and recent high winds mean fires can start easily—and spread fast.
Even a small spark from equipment, ci******es, or embers can ignite a fire, especially in grassy or brush-filled areas near our lakes and rural properties.

Please stay alert and take precautions:• Avoid burning on windy days• Properly dispose of ci******es• Use equipment carefully• Never leave fires unattended

Let’s all do our part to prevent accidental fires and keep our community safe.
