Winchester Police Volunteers in Policing Established in 1998, with the mission to support the Wi******er PD with police & community events. In other words they help keep more officers on the street.

The Wi******er Police Department’s Volunteering In Policing Program. The Volunteers in Policing/VIPs was formed in 1998 by then Lieutenant William Griffith. The VIPs were formed to assist the Police Department with many special activities and community events that were being performed by police officers. With the VIPs either assisting or taking over these events it freed up police officers to perf

orm their other law enforcement duties. We currently have 35 volunteers and their ages range from 18 to 83. We have volunteers who are retired, semi retired and some who work full time jobs or careers. Our VIPs are community spirited, hard working and a diverse group of people. The VIPs received a Unit Citation on 2006 and received a Presidential Gold Level Group Award in 2007, 2008 and 2009 for volunteering over 1000 hours as a group. The VIPs have performed admirably and professionally. The VIPs participate in over 40 community events and volunteer over 2000 hours annually. They perform tasks such as fingerprinting children, crime prevention, community service, security, handicap parking enforcement, crowd control, direct traffic, citizen patrols and help with the Citizen Police Academy. The selection process to become a member of the VIPs includes the following:
• Completion of the Citizen Police Academy
• Submit a written application
• Pass a background check

Today VIP members Joe Mainello, Todd Pitcock, Tony Eye, and John Jackson assisted with the Law Enforcement Memorial hosted by Skyline Regional Criminal Justice Academy.

The memorial serves as a solemn reminder of the officers across our region who made the ultimate sacrifice in the line of duty. We are grateful for the opportunity to help support an event dedicated to remembering and honoring those who gave their all in service to their communities.

We remember their sacrifice and honor their legacy.

Anthony Funkhouser was honored for 10 years of service with the VIPs. We appreciate his decade of commitment, support, and dedication to both the department and the community.

Regina Morgan was also recognized as the 2025 Volunteer of the Year.

The VIPs had a great time at the Valley Health Community Wellness Festival at Apple Blossom Mall on Saturday! We were proud to be part of an event focused on health, safety, and community connection. Our volunteers provided free children’s fingerprinting for families and gave participants a chance to try the “Drunk Goggles” impairment demonstration.

The fingerprinting station gives parents a helpful safety resource to keep at home in case of emergency, and the impairment demo is always an eye-opener to how alcohol can affect coordination, balance, depth perception, and reaction time.

Thank you to everyone who stopped by to say hello, ask questions, and spend time learning with us.

The Wi******er Police Volunteers in Policing and the Shawnee Ruritan club would like to thank all of the community who contributed to the Trinity Lutheran Church food drive! Over $4000.00 in food was collected plus also cash donations. Thanks to Walmart, Martins Food stores, Sharp Shoppers, Jimmy Boyd for their donations towards purchasing food and use of Walmarts store front for a collection site. Thanks to Kimberly Hampton and Trinity Church for the dinner for community volunteers afterwards. A special thanks to Ruritan members Rocky and Tammy Taylor and Volunteers in Policing Vicki Robert’s, Brooke Jackson & John Jackson for their support at the food collection today. Thanks again!
