Several questions have come up on the new ordinance. Here’s a breakdown of the 2026 Town of Winamac ORV (UTV/side-by-side) ordinance based on the official adoption (Ordinance No. 1 of 2026):

🚔 What IS allowed
• UTVs / side-by-sides ARE allowed on town streets and alleys inside Winamac. 
• Must meet state definition (generally ≤80” wide, ≤3,500 lbs, 4+ tires). 
• You must have a valid driver’s license. 
• Must follow all traffic laws just like a regular vehicle. 

❌ What is NOT allowed
• ATVs / 4-wheelers / 3-wheelers are NOT allowed on town roads. 
• No operation on:
• US 35
• State Road 14
• State Road 119 
• You cannot ride on sidewalks or trails. 

📝 Registration & cost
• Must register with Winamac Police Department
• $50 per year (Jan 1–Dec 31) 
• You’ll get decals (front & rear)
• Vehicle must be inspected before approval

🛡️ Insurance requirements
• Must carry proof of insurance
• Minimum $100,000 liability coverage 

🔧 Equipment required

Your UTV must have:
• Headlights
• Taillights
• Brake lights
• Turn signals 

👨‍👩‍👧 Passenger & safety rules
• Seat belts must be used (if equipped)
• No passengers under 2 years old
• Kids under 10 must sit in front seat 

⚖️ Violations / penalties
• 1st offense: $50
• 2nd: $100
• 3rd: $500 + 1-year registration revocation 
• Unregistered vehicle can be ticketed and towed

⚠️ Important takeaway
• Winamac allows street-legal UTV use, but strictly bans ATVs
• You’re basically treated like a car: licensed, insured, registered, and equipped

🔎 One thing people mess up a lot

Town ordinance ≠ county rules
• Pulaski County has a separate ORV ordinance (different rules outside town limits).

Suspect Taken Into Custody Following Sexual Assault Investigation

On February 10, 2026, the Pulaski County Sheriff’s Department was contacted by the Wabash Police Department regarding allegations of sexual assault involving a 16-year-old female. The juvenile reported that she had been sexually assaulted over the weekend of February 6–8, 2026, by her mother’s boyfriend, identified as Alex Wash of Winamac.
Over a month long investigation involving gathering evidence related to the allegations, conducting interviews, executing search warrants for Wash’s DNA and cellular phone, and performing a forensic examination of the device. Location data and text messages recovered from the phone helped corroborate portions of the victim’s account and led investigators to additional physical evidence.
Based on the totality of the investigation, a report was submitted to the Pulaski County Prosecutor’s Office requesting that Alex Wash be formally charged with R**e, a Level 3 Felony.
The investigation remains ongoing. Anyone with additional information related to this case is encouraged to contact the Pulaski County Sheriff’s Department.

Our hearts, thoughts, and prayers go out to the family, friends, and co workers of Officer Brian Elliott of the Beach Grove Police Department.

A message from Beech Grove Police Chief Michael Maurice:

"It is with a heavy heart that I inform you that today we lost one of our very own, Officer Brian Elliott. Officer Elliott, along with two other Beech Grove Police Department officers, was dispatched at 6:08 p.m. to the 100 block of Diplomat Court for a disturbance. After they arrived, Officer Elliott and another officer were shot. Both officers were rushed to Eskenazi Hospital, but despite the best lifesaving efforts by medical personnel, Officer Elliott succumbed to his injuries. The other officer, who we are not naming at this time, is currently in stable condition and is expected to survive.

My heart goes out to Brian’s wife, Erin, his parents, and all of his family, friends, and loved ones. At this time, I am asking that we lean on one another to get through this.

We are grateful to the team at Eskenazi Hospital, and our law enforcement and community partners for their extraordinary response and support."

Due to the forecasted, extreme cold weather, the Town of Winamac is issuing a system wide “freeze warning”

It is recommended that all water and sewer customers, residential and commercial, leave their water run at a cold water faucet located inside the home or business until the town announces a stop to the freeze warning.

If the weather warms to above freezing DO NOT shut the water off, leave it run.

We would like to take a moment to congratulate Deputy Sheriff Bryan Linback on graduating the Indiana Law Enforcement Academy. We look forward to having Deputy Linback serving the citizens of the State of Indiana and the residents of Pulaski County. Deputy Linback has been with our Sheriff’s Office for several years serving as a Sergeant in Corrections. He will now be outside the Justice Center walls, patrolling the streets of our community.
