Recently, I had the opportunity to attend the dedication of the New Castle County Department of Public Safety’s new Military Service Wall of Honor.

The wall recognizes Department of Public Safety members who are currently serving our country in the military while also serving the residents of New Castle County. The Department also created a Military Service Ledger honoring current and retired Public Safety employees who have served in the U.S. Armed Forces.

It was a privilege to join Rep. Franklin Cooke, County Executive Marcus Henry, and others in recognizing these dedicated public servants and thanking them for their service to both our community and our country. 🇺🇸

Congratulations to Concord Christian Academy on 50 years! 🎉

I recently had the opportunity to tour Concord Christian Academy as the school celebrates its 50th anniversary. It was wonderful to visit the classrooms, meet students and educators, and learn more about the school’s history and its commitment to educating students academically, spiritually, physically, and socially.

I was happy to present a letter from my office recognizing this important milestone and five decades of service to students and families in our community.

Continuing to protect and expand our modern healthcare system is how we ensure its longevity.

This General Assembly, my colleagues and I worked hard to bring measures to the table that
empower our medical professionals to provide only the best care to Delaware families.

SB 320 and HB 325 enable our pharmacists and physician associates to practice the full breadth
of their profession. HB 191 protects our medical titles and professions by clarifying that a
nonhuman entity may not be licensed as a professional nurse, APRN, practical nurse, physician, or physician assistant, nor operate under these titles.

Together, these measures help to maintain our healthcare workforce and expand what the scope of care looks like for today’s world

Financial barriers can make it difficult for everyday families to access the preventative care that is recommended by medical professionals. In the 153rd GA, my colleagues and I took a serious look at how to lower these healthcare costs, resulting in the passage of several measures to accomplish that.

Together, HB 338, SB 319, HB 200, and SB 120 require insurance carriers to provide coverage
for immunizations, menopause treatment and diagnostics, PrEP, PEP, and biomarker testing, as
recommended by national health experts.

Improving access to care by reducing the barriers has been - and will continue to be - top-ofmind for my colleagues and I. We are committed to ensuring accessible care at every stage of life

Eight years. That’s how long I’ve been working toward this moment.

Eight years ago, while leading Delaware’s Office of Women’s Advancement and Advocacy, I started hearing from parents who knew their daughters weren’t getting a fair shot in school athletics—but couldn’t get the data they needed to prove it.

Those calls started me down a long road of research, advocacy, Title IX trainings—and eventually, running for office.

Yesterday, HB 300 was signed into law. ❤️

HB 300 establishes a statewide Title IX Coordinator, provides training and technical assistance to schools, and requires greater transparency through data collection and reporting.
We ask our students to show their work. When it comes to Title IX, we should be willing to show ours, too.

Thank you to Senator Laura Sturgeon, Secretary of Education Cindy Martin, Associate Secretary Donna Harris-Aikens, Title IX consultant Peg Pennepacker, and everyone who helped us get here.

I’m also grateful to the organizations that supported this bill: ACLU of Delaware, Delaware Charter Schools Network, First Tee – Delaware, DelawareKidsCAN, Delaware Women’s Golf Association, Office of Women's Advancement and Advocacy, Delaware State Education Association, and the Women’s Sports Foundation.

Most of all, thank you to the parents and athletes who started me on this journey eight years ago—especially Stephanie Stranick and her daughter Sarah.

Like many of my bills, HB 332 started at a constituent coffee.

Constituents were concerned about the smoke shops popping up in our community—and signs for a product many of us knew very little about: kratom.

So I started researching. And what I learned was complicated.

There are real concerns about these products and access by young people. But I also heard from people who use kratom for pain relief or as part of harm reduction. Those voices mattered, and they changed this bill.

Yesterday, Governor Matt Meyer signed HB 332 into law, prohibiting the sale of kratom to anyone under 21 and directing the state to study additional consumer protections and regulation.

This law is an important first step. It protects young people while giving us the information we need to determine what additional safeguards should come next.

I’m proud that we brought together people with different perspectives and found a thoughtful, balanced path forward.

Marie Pinkney, and to DATE, Delaware Department of Health and Social Services (DHSS), the Delaware Department of Justice, Nemours, the Delaware Rural Health Coalition, atTAcK Addiction, Ability Network of Delaware, Impact Life, the American Kratom Association, and the Global Kratom Coalition for bringing your expertise and perspectives to this process.

After a decade of tireless work from recently retired Rep. Paul Baumbach and many dedicated
advocates, Delaware took an important step toward creating a more compassionate healthcare system in the state through the passage of HB 140 in the 153rd General.

The legislation, which I was proud to support, allows for end-of-life options for mentally
capable, terminally ill adult Delawareans who have received a prognosis of six months or less to live.

The bill includes several core safeguards to ensure that the individual patient’s preferences,
needs, and values are honored, and guide all clinical decisions, including the decision to use
medical aid in dying.

With HB 140 now in place, terminally ill Delawareans now have access to end-of-life options that offer them a way to end their suffering with dignity and compassion, providing them and their families with greater comfort and peace of mind during their most difficult times.
