As part of the Fiscal Year 2027 budget, Mayor Carney proposed a historic $20 million investment in affordable housing initiatives, with City Council approving $13 million to directly support residents and strengthen housing stability across Wilmington.

These investments will expand rental and homeownership opportunities, support neighborhood revitalization, preserve existing homes, and provide critical assistance to families facing housing insecurity, including eviction prevention, counseling, and rental support.

Together, these resources represent a comprehensive approach to keeping Wilmingtonians housed and strengthening communities citywide.

A key recommendation from the Task Force on Homelessness is securing sustainable funding to support services for individuals experiencing homelessness. The City has been working closely with state leaders and Wilmington's legislative delegation to identify funding models that can provide stability.

Those discussions continue, with a shared commitment to building a coordinated, sustainable approach that supports both Wilmington and communities across Delaware.

One recommendation from the Task Force on Homelessness is the creation of a tiny homes village. The City has identified potential locations for consideration by City Council before funding expires on July 1st.

With state funding deadlines approaching, these conversations are moving forward with urgency as Wilmington explores additional tools to address unsheltered homelessness and expand pathways to housing.

Friendship House, Partners in Care, and community groups have worked side-by-side to connect residents at Christina Park with housing, treatment, employment opportunities, and case management services.

The results show what’s possible through collaboration: 49 individuals have already moved into more stable living situations, and additional housing placements remain available for those willing to engage in services. While there is still work to do, we remain committed to helping individuals find a path toward stability and permanent housing.

Another recommendation from the Task Force on Homelessness is moving forward with a personal item storage facility at 600 E. 4th Street.

The initiative first started during this winter’s blizzard. And thanks to our partnership with Wilmington Housing Authority, we are preparing for a longer storage period.

This pilot program will provide a safe place for individuals to store their belongings as we end overnight camping at Christina park.

By helping people safeguard personal items, we’re removing barriers to accessing essential services and support. The current storage option is temporary to give people time to find longer term placement solutions for their personal property.

One of the Task Force's key recommendations was creating a dining hall and day center to better connect individuals experiencing homelessness with meals and support. We're making progress toward that goal by securing funding, identifying a location, setting clear deadlines, and advancing the project forward.

This facility will help meet immediate needs while connecting people to resources that can lead to long-term stability.

Last year, the City of Wilmington's Task Force on Homelessness issued six key recommendations to help address homelessness in our community. Since then, meaningful progress has been made on each recommendation.

Every day this week, we'll be sharing updates on the work underway and the steps being taken to better support Wilmington residents experiencing homelessness.

On June 15, overnight camping at Christina Park will end. However, that does not end the City’s commitment to our unhoused population.

The plan is clear and already underway. We have provided updates on the Christina Park plan. No one has to sleep in the park, and no one currently in Christina Park has to remain outside if they are willing to follow simple program guidelines or organizational rules.

The City has worked with Wilmington Housing Authority to fund emergency housing stays for the individuals at Christina Park, and they have identified 20 beds in housing programs that include wrap-around services. In addition, WHA has agreed to cover the cost of emergency hotel and motel stays for anyone at Christina Park and provide case management support to help people receive the treatment they need. The City has also agreed to use unspent funds from the Christina Park initiative to support hotel and motel stays if necessary.

We have explained these available options to the City Council, yet they continue to push rhetoric that the people at Christina Park do not have a place to go after June 15. That is simply untrue. By working collaboratively with our community partners, we have already successfully placed 32 people, and we are actively executing our plan to place even more. All these things are being accomplished while staying within the City’s financial means.

We want to thank WHA, Friendship House, and our hotel/motel partners for making beds available for this population and for providing the case management support they need for long-term stability.
