The Kandiyohi County Housing and Redevelopment Authority is a public housing authority serving residents in Kandiyohi and McLeod counties. Our services include managing 489 housing units in the two counties, administering rental assistance programs and administering rehab loan programs.
We are accepting applications for our Rehab Manager/Maintenance Supervisor position. This position is responsible for administering portions of the HRA’s rehab programs and overseeing the maintenance, repairs and long-term capital planning of all properties owned or managed by the HRA. As the Rehab Manager, the position performs inspections for loan recipients (homeowners, landlords, businesses), writes scope of work and bid specifications, solicits quotes or bids per HRA procurement policy, works with loan recipients to award contracts, oversees contractor work, ensures lien waivers and close-out documents are received. As the Maintenance Supervisor, the position coordinates and supervises the maintenance and repair of all HRA owned and managed properties, assigns work and supervises all maintenance staff, performs inspections, oversees unit turns, orders maintenance supplies and maintains inventories by project.

$32.45 - $36.50 starting wage DOE plus full benefit package:
REQUIRED QUALIFICATIONS
A. Associates/Technical degree with coursework in building construction or related field plus five years’ experience in construction industry including experience in directly supervising other employees or equivalent combination of education and experience.
B. Must have comprehensive knowledge of structural, residential mechanical, plumbing and electrical systems. Must be able to identify maintenance needs and take corrective actions.
C. Must have comprehensive knowledge of practices for maintaining and repairing grounds, buildings and related mechanical systems and equipment.
D. Must be able to train, supervise and evaluate employees and plan/direct their work.
E. Must be able to use rehab specification writing software, write scope of work specifications and bid documents.
RESPONSIBILITIES
Rehab Loan Project Management
1. Schedule and conduct property inspections and advise homeowners on necessary repairs and eligible improvements per funding source.
2. Prepare detailed work specifications for bidding purposes and cost estimates for the work to be completed.
3. Coordinate bid processes, conduct bid openings and review bids with owners.
4. Prepare contract documents and conduct preconstruction meeting with contractor and owner.
5. Monitor work in progress, advise on necessary change orders, resolve conflicts between contractors and owners.
6. Conduct periodic and final inspections and recommend payment for completed work.
7. Ensure all work and file documentation meets funding source requirements and files are audit-ready.
8. Ensure prevailing wage monitoring is complete by collecting payroll reports, comparing to wage/fringe requirements and resolving discrepancies.
Property Maintenance Oversight
1. Schedules and performs annual inspections of all units and buildings and prepares detailed reports of each inspection. Ensures inspection repairs are completed in a timely basis.
2. Performs weekly site inspections to ensure grounds and appearance of buildings are maintained in a safe and orderly attractive manner.
3. Assesses unit and property conditions in order to formulate short and long-range maintenance plans. Assists in the development and prioritization of multi-year capital project planning and scheduling for each building in the HRA’s portfolio.
4. Coordinates the repairs and preventative maintenance of all properties. Inspects, estimates costs, determines need for contracted work and procures per policy, schedules both contractor and employee work, inspects completed work.
5. Coordinates and schedules the daily maintenance activities of all HRA owned/managed properties. Procures and monitors contracts for lawn care, snow removal and mechanical systems and equipment (heating, cooling, ventilation, elevators, fire suppression systems, etc).
6. Ensures HUD Public Housing units are maintained to HUD inspection requirements at all times.
7. Orders and maintains maintenance supplies inventories.
8. Plans and coordinates the repairs and maintenance of all HRA trucks, lawn equipment, snow equipment and other equipment. Maintains logs on all routine maintenance and repairs.
9. Maintains generator and fire system logs and reports.
Vacant Unit Turns
1. Inspects vacancies, plans and assigns work to make ready all vacant units for lease-up within a timeframe goal of 14 days. Performs pre-move out inspections to determine needs for contractors and repairs. Assigns work to maintenance staff. Performs final inspection of unit when ready for lease up.
Maintenance Staff Supervision
1. Supervises and directs all HRA maintenance staff. Supervisory duties include scheduling, instructing, assigning and reviewing subordinates’ work to ensure standards are maintained. Acts on employee problems and assists in hiring new employees.
2. Performs employee performance evaluations, identifies training needs and seeks out training opportunities to develop employee skills;
3. Ensures employee work is completed to OSHA safety standards.
4. Facilitate weekly maintenance staff meetings to provide training as needed, review work order reports, unit turn status and discuss maintenance work priorities.
5. Assists maintenance staff on site when needed to make repairs.
Follows HRA policies for procurement and property disposition;
