STEP, Inc. STEP, Inc. is a Community Action Agency, serving Lycoming and Clinton counties through Five Pathways to Success.

STEP's mission is to engage diverse individuals, communities, and families in the pursuit of social and economic success. is one of 1,100 Community Action Agencies nationwide, and a member of the Community Action Association of Pennsylvania (CAAP). Formally known as the Lycoming-Clinton Counties Commission for Community Action (STEP), Inc., STEP was incorporated in 1966. STEP's service area is primarily Lycoming and Clinton counties, with the Early Learning Resource Center also serving Tioga County residents. The many programs through which STEP provides services have been organized under five Pathways to Success:

In 2016 STEP opened its doors to the RiverWalk Center in South Williamsport.

While the former DCNR building at 324 E. Central Avenue was deteriorated beyond repair, the land served as the footprint of what currently stands as STEP Office of Aging's RiverWalk Center for Healthy Aging - offering exercise classes, gardening, weekday lunches, woodcarving, and many more social opportunities for individuals age 60+.

✨In 2011 the Clinton County Community Center opened its doors as a central hub for STEP services in Lock Haven and the surrounding areas. The long-vacant, deteriorating former retail outlet was rehabilitated into a state-of-the-art plaza hosting Head Start and Early Head Start classrooms, senior center, activity/exercise room, cafeteria, and staff workspaces.

The Board of Clinton County Commissioners is comprised of three elected officials which serve a four year term. This board is responsible for the operation of County Government and the authority to establish the annual county operating budget, approval of expenditures, management of county assets, and authorization of all county government contracts. The Commissioners also serve as liaisons with other levels of government regarding issues affecting county residents.
