Commission on Economic Opportunity (CEO)

Commission on Economic Opportunity (CEO) CEO works with community partners to reduce the causes and effects of poverty. CEO was incorporated in 1966 as a community action agency to alleviate poverty.

This multi-service nonprofit organization is governed by a Board of Directors comprised of three constituencies with equal representation: consumers, public sector, and private sector. With its central office in the Heights neighborhood of Wilkes-Barre, CEO maintains site offices in downtown Wilkes-Barre, Kingston, Hazleton and Tunkhannock. Operating more than twenty programs with a staff that exc

eeds 150 full and part-time employees, CEO in 2014 served more than 32,000 individuals. Its annual budget, with revenues from multiple public and private funding sources, exceeds $18 million. CEO is a participating agency of the United Way of Wyoming Valley, United Way of Hazleton, and the Wyoming County United Fund. Several notable organizations serving low-income residents of Northeast Pennsylvania originated in CEO, which often serves as an "incubator," spinning off programs when they reach a point of organizational readiness. These include Luzerne County Head Start, the Child Development Council of NEPA, Rural Health Corporation of NEPA, and Maternal and Family Services of NEPA. CEO exemplifies a "third way" of doing business, with a board of directors and funding sources that are neither fully public nor exclusively private. While its original mission has not changed, CEO's approach to the needs of low-income and vulnerable populations has evolved over time. Recent changes in public policy have transformed the face of poverty from the "welfare dependent" to the "working poor." Recognizing the growing rates of child poverty in our community, CEO has added child- and family-centered services while sustaining and expanding its support for the independence of the aged and disabled. In addition to its highly regarded, multi-faceted response to basic human needs, CEO has become a recognized leader in energy conservation and environmental technologies that will lessen the effects of poverty in the future. As the new century unfolds, CEO is engaging business and faith communities in striving for flexible, local solutions to the challenges of poverty in northeast Pennsylvania. CEO views each involvement with a consumer as an opportunity to advance that individual's or family's movement toward stability, self-sufficiency and eventual non-reliance on public support. The journey from crisis and dependency to stability and self-sufficiency may take months or years.

Last evening, the Wyoming CEO office hosted the inaugural Paint Night for our esteemed sponsors of the America 250 Mural project.

We extend our sincerest gratitude to these valued partners for their unwavering support, without which this ambitious community initiative would not have been possible.

Individuals interested in contributing to this project by painting a tile are invited to visit the Dietrich Theater Art Studio on Founder's Day, June 27th, 2026. We look forward to unveiling this remarkable project on September 25th, 2026, at 4pm at the Tunkhannock Area Administration Building. Special thanks to Wyoming County Healthcare Center for their partnership and collaborative efforts.

Thank you to Guthrie Tunkhannock for supporting the America 250 Community Mosaic Mural Project.

Guthrie has become an important part of the Wyoming County community—not only by expanding access to healthcare services locally, but by continuing to invest in the people and communities they serve every day.

We are so excited to announce that we have been invited to Wegmans Store #76 for this Saturday, June 13! We are looking forward to seeing all the wonderful customers who help their neighbors through donations! Stop by our table in the cart vestibule between 12 p.m. and 4:00 p.m.! Sharing for our friends at Wyoming County Healthcare Center!

The America 250 Community Mural has found its permanent home at the Tunkhannock Area School District Administration Building.

We are grateful to Tunkhannock Area School District for partnering with us on a location that reflects the role the district plays in this community—not only as a place of education, but as a central gathering point for students, families, residents, and shared civic life.

This project is being created through community participation, one painted tile at a time, as residents across Wyoming County help build a lasting tribute to America’s 250th anniversary. A public tile-painting opportunity is planned during Founders Day at the Dietrich Theater for community members who would like to take part.
