CSEA Local 860  Westchester County CSEA Westchester County Local 860 represents nearly 12,000 working men and women from across Westchester County. The Westchester Chapter was co-founded by J.

Allyn Stearns and Ivan Flood. In 1947, it was chartered by CSEA Inc. (the Civil Service Employees Association, Inc.) and became Westchester Local 860 (also known as Westchester Chapter CSEA) and functioned as an Employee Association. The passage of the New York Taylor Law in 1967 allowed for Collective Bargaining and the formation of CSEA Units within the Public Sector to negotiate contracts for s

alary and benefits. Many CSEA Units from the County, Medical Center, Cities, Towns, Villages, and School Districts began to join Westchester Local 860 and the Local grew in numbers and strength. Today Local 860 is comprised of 102 Units with a constituency of over 11,000 Union Members. At present, it is the largest Local in the CSEA organization.

- In the early years, Westchester Local 860 held its meetings at 85 Court Street, in downtown White Plains.

- In 1973, it opened its first office at 196 Maple Avenue, White Plains, remaining there until 1985 when it moved into offices at 845 No. Broadway, North White Plains.

- In September 1993 Local 860 moved to its present location at 595 W. Hartsdale Avenue, Town of Greenburgh, NY.

Two years ago today, CSEA member Maria Coto was just trying to do her job as a child protective services worker when she knocked on an apartment door in Peekskill.

The man who answered the door murdered her.

Maria was close to retiring and was simply trying to do what she'd done every day on the job: work in the community to safeguard our most vulnerable youth.

There's been justice for Maria in that her killer was found guilty of murder, but that isn't enough. Our union has been advocating, both legislatively and in workplaces, for better preventative measures that could reduce the chance of something this tragic and preventable from happening again.

The photo here shows a display that now hangs outside the CSEA Westchester County Unit 9200 Office in White Plains. Maria is never far from the minds of her co-workers and fellow Unit 9200 members not just today, but every day 🩷
