A Homestead council member posted inaccurate information concerning a home on Fawcett Avenue in White Oak this morning. The White Oak Police were not called to a residence on Fawcett Avenue this morning. The Allegheny County Swat Team was not in White Oak this morning.

The FBI served an arrest warrant in the 1100 block of Fawcett Avenue this morning without incident.

Officer Michael Shabe was sworn in as our newest White Oak Police Officer on April 1, 2026. The White Oak Police Department is now fully staffed with 13 officers including Chief Binder.

Officer Shabe previously worked for Penn Borough Police Department. Most recently Officer Shabe worked the past 7 and a half years as a Westmoreland County Park Police Officer. Officer Shabe has also been a paramedic since 2016 and is a Pennsylvania Department of Health EMS Instructor.

The White Oak Police Department has been working for the past several months on implementing a partnership with Alternative 9-1-1 response. This is a free service offered by the Allegheny County Department of Human Services. All current White Oak Police Officers and supervisors have attended training for Alternative 9-1-1, commonly referred to as the A-Team. An A-Team response may only be requested by a White Oak Police Department shift supervisor. We implemented this program today.

How the A-Team is defined: A-Teams are made up of Behavioral Health First Responders (BHFRs).

The A-Team can only be requested by a White Oak Police Department shift supervisor to respond instead of, with or after a law enforcement response.

On scene, the A-Team can help to de-escalate crises; screen residents for suicidality, substance use needs, and more; provide tangible goods; complete safety planning; mediate conflicts; suggest referrals and resource connections; and can transport individuals to help relieve a crisis.

Following Up: Follow up staff continue to check in with individuals the A-Team interacts with, for a brief time period.

The A-Team initiative has the following goals:
• De-escalating crises in the community
• Reducing unnecessary emergency room visits
• Reducing time officers spend on behavioral health-type calls
• Offering and completing connections to care for those who want it
• Reducing the chance of arrest and incarceration

On Thursday, March 26, 2026, at 3:08pm White Oak Police were dispatched to Oak Park Mall Shopping Center located at 2001 Lincoln Way for a report of a disturbance inside one of the stores. Upon arrival several patrons and employees directed officers to the middle of the store near the registers. Officers observed a naked female bleeding from her facial area causing a disturbance.

The female, later identified as Tammy Canut, 53, of North Huntingdon, PA was immediately taken into custody by officers and placed in a patrol car. Medics responded to the scene to treat two injured adults inside the store. Medics also responded to White Oak Police Department to treat Canut for minor injuries.

Several witnesses were interviewed and all available CCTV footage was reviewed by White Oak Police Officers. After consultation with the Allegheny County District Attorney’s Office, Tammy Canut was charged with two counts of Simple Assault, Indecent Assault, Indecent Exposure, Criminal Mischief, Disorderly Conduct, Open Lewdness, and Harassment. Canut was transported to the Allegheny County Jail and is awaiting arraignment.

On March 11, 2026, the White Oak Police Department received a complaint that a White Oak Borough resident had exposed himself to an elderly female in the eastern section of White Oak Borough. Officers were immediately assigned to investigate.

On March 12, 2026, the White Oak Police Department filed criminal charges by summons on Anthony Stamerra, 65, of White Oak Borough. Stamerra has been charged with Open Lewdness and Indecent Exposure.

The investigation revealed that Stamerra was known to the victim. At an unknown date in January of 2026, Stamerra knocked on the victim’s door and asked the victim to pray for him and entered the residence of the victim.

After a few minutes of discussing religious items on the walls of the residence, the victim observed Stamerra slouched back in a chair, with his p***s exposed, and his hands near his p***s. The victim then yelled for Stamerra to get out of the house, and according to the victim, Stamerra told the victim, “Don’t worry, I would never hurt you."

It should be noted that the victim in this case is 82 years old. Stamerra entered the residence to prey on the victim through their religion.

White Oak Police consulted with the Allegheny County District Attorney's Office Elder Abuse Unit and relayed the investigative results. The District Attorney's Office recommended and approved the charges of Open Lewdness and Indecent Exposure.

The White Oak Police Department continues to investigate and has received information indicating there may be additional victims. On March 3, the Allegheny County Police Department’s Violent Crimes and Fi****ms team, while working with the White Oak Borough Police Department, located a known Megan’s Law offender in the 2800 block of Capital Street in White Oak. It was determined 32-year-old Tion Bolding was living at the residence but had not reported it as is required by his Megan’s Law offender status.

Bolding was taken into custody and charged with failure to comply with registration requirements.

On Saturday, February 28, 2026, at 3:28am we received a 9-1-1 call for shots fired in the 3000 block of State Street. White Oak Police Officers responded to the area and initiated an investigation. On Sunday, March 1, at 7:07pm we received multiple 9-1-1 calls for shots fired in the area of Capitol Street and Vermont Avenue. White Oak Police Officers responded to the area and initiated an investigation. Nobody was injured as a result of these incidents. White Oak Police charged two juvenile males today with crimes related to both incidents. The investigation remains active. Anyone with information pertaining to these incidents is asked to call the White Oak Police Department. Call 9-1-1 for all emergencies or to reach on duty personnel. Please welcome Officer Bryce Rafferty to the White Oak Police Department. Officer Bryce Rafferty was sworn in today as our newest White Oak Police Officer. Officer Rafferty is a 2023 Graduate of the Indiana University of Pennsylvania Police Academy. Bryce has two years of full-time police experience and comes to our department from the Brookville Police Department. Bryce is also trained in Crisis Intervention.

Please Welcome Officer Patrick Kinavey to the White Oak Police Department!
Officer Patrick Kinavey was sworn in yesterday as our newest White Oak Police Officer. Officer Kinavey brings years of specialized police experience to White Oak. Patrick worked for Pittsburgh Police for eleven years as a patrol officer, narcotics detective, and federal task force officer before joining the Allegheny County Police in 2006. Patrick worked as a patrol officer, worked the executive protection detail, and spent the past 18 years as a homicide detective. Patrick is also certified in accident reconstruction. Patrick retired from Allegheny County Police earlier this month.
