Carroll County Equestrian Council and Center The council is also active in the promotion and development of multi-use trails.

The Carroll County Equestrian Council, who work with The Carroll County Department of Recreation and Parks, has been active since 1984 to assure that the equestrian community's voice is heard. The mission of the Carroll County Equestrian Council is to promote equine recreational and educational opportunities using parks, facilities, volunteers,
and local organizations.
