Funding for services are provided through Federal, State and Local resources. Carroll County Workforce Development (formerly BERC) is an American Job Center – a one-stop workforce development center dedicated to meeting the workforce needs of businesses and community residents in Carroll County, Maryland. Carroll County Workforce Development administers the Workforce Innovation and Opportunity Act

(WIOA) in Carroll County and is dedicated to employment, training, and workforce development. Our Mission
To develop a highly effective workforce for new and existing businesses, to assist individuals in achieving employment and to encourage lifelong learning. Carroll County Workforce Development collaborates with the Carroll County Workforce Development Board to develop a strategic, integrated plan that meets the county’s labor force needs and supports economic growth. We lead efforts to engage employers, develop and implement career pathways and enhance coordination with education partners. Working with local and statewide workforce and labor market systems, Carroll County Workforce Development is able to target workforce development and training programs to meet business and job seeker goals. Carroll County Workforce Development serves as the workforce development arm of the Carroll County Department of Economic Development. We assist existing businesses and those moving to the area with strategies that meet employers’ workforce needs, including incumbent worker training, registered apprenticeship, transitional jobs, on-the-job training, and customized training. We also collaborate with other county agencies so that our job seekers, whether a low-income adult, dislocated worker, veteran or vulnerable youth, have the opportunity to access all resources that will help them reach economic success. Carroll County Workforce Development operations and programming are supported by federal, state and local resources. Our federal funding for Program Year 2021 is $2,909,562.68. This represents 87% of available funds.

Carroll County Workforce Development (CCWD) is proud to celebrate 17 Century High School seniors who completed the RISE (Résumé Instruction with Senior Educators) program!

RISE trains seniors to become peer résumé coaches, helping underclassmen build professional résumés and practice interview skills. This year marks Century's first graduating class - and the program continues to grow across Carroll County schools.

Congrats to these student leaders for building career-readiness skills and supporting their school community!
