Fire Chief Joshua Lester was sworn in during Tuesday night’s Westerville City Council meeting, thanking city leaders for the opportunity to serve the department and community.
“I am truly honored and humbled to stand before you after taking the oath as the fire chief for the Westerville Fire Department,” Lester said.

Lieutenant Josh Retherford was sworn in today by Trustee DeLena Ciamacco as the new Chief of Police. Chief Retherford has served with the Blendon Township Police Department for 15 years.
Sergeant Moynihan was sworn in as the new patrol Lieutenant. Lieutenant Moynihan has served with Blendon Township for 18 years.
Former Chief Belford has started his new role as the Township Administrator. We thank Chief Belford for his 41 years of service at the police department, 22 of those as the Chief!

EMPLOYEE SPOTLIGHT
Meet Rich Oxley:

Rich Oxley is a part-time summer seasonal employee for the Service Department. Rich is currently working his 15th summer in a row! You’ll see him out mowing and working the snow cone machine at the summer concerts!

Rich grew up 5 minutes from the Service Department in Westerville, Ohio. He is an only child. His dad had John Giamarco’s kids as students, and when it was time to get a college job, he reached out to John. Rich is an Eagle Scout, and his troop 471 met at the Blendon Senior Center.

When not working in the summers, Rich is a special education teacher in Marion, Ohio. Recently, Rich completed his 10th year working with students with disabilities to help them achieve their goals and apply their skills to grade-level schoolwork!

The Blendon Township Board of Trustees will be considering a resolution to apply for the 2026 NatureWorks Grant Program, with applications due July 1, 2026.

If awarded, the grant would help fund the construction of much-needed pedestrian pathways and accessible sidewalk connections within Sunbury Woods Commons. These improvements would enhance accessibility, connectivity, and recreational opportunities for residents while providing safer access throughout the park.

The NatureWorks Grant Program supports local communities in developing and improving outdoor recreational facilities, and this project aligns with Blendon Township's ongoing commitment to enhancing parks and public spaces for residents of all ages and abilities.
