Westcom Emergency Communications is a consolidated public safety dispatch facility that receives public safety related calls and dispatches police, fire and emergency medical services for the cities of West Des Moines, Clive, Urbandale, Waukee, and Norwalk. Westcom is presently located in the West Des Moines Public Safety building located at 8055 Mills Civic Parkway, West Des Moines, Iowa. The new

ly updated and expanded dispatch center moved to this building in March 2009. Prior to January of 2001, West Des Moines, Clive, and Urbandale had separate and independent public safety dispatch centers staffed by respective city employees 24 hours every day. The consolidation of these separate dispatch centers into one allows for greatly improved communication between all of the public safety agencies by placing all three cities onto one trunked 800 MHz radio system. This merger allows the agencies to directly communicate with one another during large-scale incidents / accidents rather than attempting to communicate via the three separate radio systems which had previously been utilized. Other advantages of the centralized dispatch facility are:

-financial savings through the shared use of an existing radio / mobile computer system.

-increased savings and better information sharing by having all three cities on one police and fire computerized records management system.

-elimination of duplicated governmental services by consolidation and centralization of this function.

-opportunities and methods involving new technology can be pursued more economically by the cities sharing the cost rather than each paying for individual systems or applications. It took roughly 18 months of planning, policy development, legal processes, and much discussion to prepare for Westcom coming on-line. The formal agreement between the three cities creating Westcom was signed by the respective mayors in August of 2000. Five months later in January of 2001, the city of Clive closed its communication center and moved its public safety dispatchers to Westcom. In March of 2001, Urbandale did the same to complete the incremental merger process. In December 2012, Westcom began dispatching for the City of Norwalk. The Norwalk transition from the Warren County Sheriff's Office to Westcom Emergency Communications dispatch took roughly a year of planning. In July 2015, City of Waukee joined Westcom, and Westcom began dispatching for the Waukee Police and Fire Departments. The five communities share the related expenses for the dispatch center based upon a percentage breakdown of the total number of calls for service received by the center. Westcom is currently staffed by nineteen full-time dispatchers and two part-time dispatchers. The center is managed by four Dispatch Shift Supervisors, an Assistant Chief, and a Chief. The policy oversight body for Westcom is a committee made up of representatives of the cities and chaired by a city manager.

UPDATE: Carlos has been found. He is safe and has been reunited with his family.

We are searching for a missing 13-year-old boy. Carlos Lindberg was last seen around 5:30 PM today in the 2300 block of Pleasant Street of West Des Moines. Carlos is a white male with brown eyes and brown hair. He is about 5’ 00” tall and estimated to weigh 90 pounds. He was last seen wearing a blue Under Armour t-shirt, gray shorts, and with a black backpack.

Anyone with information on Carlos’ whereabouts is asked to call Westcom dispatch at (515) 222-3321 or their local police department.

Today was another great day here!

We had our annual Retiree Luncheon to honor those who have paved the way for our career. It was a great event and we were so happy to host some of our retired members. Thanks to all that attended and those that set it up and helped make this a huge success.

The WDM City Council will conduct a public hearing on the proposed Fiscal Year City property tax levy during a Council meeting on Monday, March 23, 2026, at 5:00 p.m. in the Council Chambers at City Hall.

The total City tax rate proposed for FY 26/27 will remain at the current rate of $10.80. This action sets a maximum tax rate for the upcoming fiscal year.

At the Council meeting on April 20, 2026, the Council will conduct a public hearing on the entire proposed City budget and vote on its adoption.
