Message from CCO (Code Compliance Officer):

Living full-time in an RV is strictly prohibited by West Richland city code unless you have a specific, time-limited temporary permit. Call 509-967-3431 for questions on permits. This post does not apply to RV parks, of course.

Under West Richland Municipal Code (WRMC) Chapter 8.12, the city regulates how recreational vehicles, mobile homes, and trailers can be parked and used. If you are considering staying in an RV in West Richland, keep the following code enforcement rules in mind:

No Living Quarters on Private Property: While homeowners are generally allowed to park a single RV or trailer in an accessory garage or in their yard, the code states that no living quarters shall be maintained while the vehicle is parked there. Furthermore, you are not permitted to hook up utilities (such as water, electricity, or sewer) to the RV while it is parked on a residential lot.

Strict Public Street Parking Limits: You cannot use an RV as a dwelling on city streets. According to West Richland Code Enforcement, RVs are restricted to parking on public rights-of-way for a maximum of 36 hours within a 7-day period, typically meant only for active loading and unloading.

Also note: (WRMC 17.54.058 Recreational vehicles) - Recreational vehicles shall not be used as permanent or temporary dwelling units in any residential zone. However, guests may park and/or occupy a recreational vehicle while visiting the occupants of a dwelling unit located on the same lot for not more than 30 days in one consecutive 12-month period. The intent is to accommodate visiting guests and not to allow the recreational vehicle to be used as a dwelling unit.

Violating these zoning and parking ordinances can lead to warning notices from the West Richland Police Department Code Compliance department, followed by fines, criminal citations or vehicle impoundment if the vehicle is left abandoned on public property.

Lucias the “Bait Dog”: 2014-2026

If you are new to our FB page, you may have not heard of “Lucias”. If you type his name in the search bar (along with “bait dog”), you will find stories and articles of him. “Lucias” won an award last year for hitting 40 dogs caught for WRPD animal control within his 10 years of service. Sadly, the mighty ‘dog catching legend’ has passed away.

Lucias has been around WRPD for the past 11 years, with his recent ‘retirement years’ mostly spent at home and going on nature adventures. Many officers, sergeants, and even Chief’s that have already retired within that timeframe know this little legend well.

Lucias, himself, was a stray dog in the community that was later adopted by animal control. 1 year into his adoption, he was deployed for the first time on duty to catch two dogs. It took 5 minutes for the catch- and since then he has been assisting animal control for scared/timid dogs left and right. He has even captured dogs while off duty. Lucias made a big difference to the dogs that needed help within our community. He will be missed and his little legend will be remembered. He will always be known as THE “bait dog”.

WRPD would like to recognize recently promoted officer Haulk to the rank of patrol sergeant. Sergeant Haulk has been with West Richland PD since 2022 with a total of 8 years of law enforcement experience.

Also, we promoted SRO King to the rank of SRO/Detective. Det. King will be splitting his time between the school and the investigations office.

WRPD is proud of both of these officers and the commitment they have to West Richland. Their experience in both leadership and investigations will take WRPD to an even higher level of professional police services to West Richland.

Congratulations to both of you in your recent promotions.
