This week’s One Minute with the Chief is a little different.

Instead of discussing a program, project, or initiative, I simply wanted to take a moment to express gratitude.

I am incredibly grateful to work alongside the dedicated men and women of the West Linn Police Department. Every day, I have the privilege of watching them serve our community with professionalism, compassion, integrity, and respect. Their commitment to helping others and living out our core values is something I never take for granted.

I’m equally grateful for the community we serve. Time and time again, the residents of West Linn demonstrate their support, appreciation, and trust in their police department. Those gestures mean more than you might realize.

Strong communities are built on strong relationships, and we are fortunate to have both.

🚲🛴 One Minute with the Chief: E-Bikes, E-Scooters, and Oregon's New Law

We've received a lot of questions recently about Oregon House Bill 4007 and what it means for e-bike and e-scooter riders in West Linn.

One of the biggest points of confusion is the difference between an effective date and an operative date.

While HB 4007 became law in June 2026, the portions of the bill that change certain age requirements do not become operative until January 1, 2027.

Until then, the current laws remain in effect, including the requirement that riders be at least 16 years old to operate an e-bike or e-scooter.

Our focus right now is education. We want riders and parents to understand the rules, stay safe, and avoid situations that could lead to injuries or enforcement action later.

Spring Into Giving Comes to a Close

Today, members of the West Linn Police Department and Tualatin Valley Fire & Rescue made the final delivery of food collected during our Spring Into Giving – Fighting Food Insecurity community food drive. Along with the food donations, the West Linn Police Department was honored to present a $100 donation to the West Linn Food Pantry in memory of Beaverton Police Officer Brian Gaunt, who grew up in West Linn and dedicated his life to serving others.

Over the past three months, our community once again demonstrated what makes West Linn such a special place. Residents came together to donate food and support neighbors in need. Every can, every box, and every contribution helped make a difference for local families.

We want to extend our sincere gratitude to everyone who participated, donated, shared information about the event, or stopped by one of the collection bins. We are also thankful for our partnership with TVF&R and for the incredible volunteers at the West Linn Food Pantry who work tirelessly to serve our community.

This food drive may be over, but the spirit of generosity and service that fueled it remains strong. Thank you, West Linn, for helping us fight food insecurity and for showing what can happen when a community comes together to help those in need.

🚶‍♀️🚶 Walk a Mile Wednesday is Here! 🚶🚶‍♂️

Join Chief Rollins and members of the West Linn Police Department for our first official Walk a Mile Wednesday community walk!

We'll take a relaxed one-mile walk together through our community and return to the West Linn Police Department at the conclusion of the event.

There’s no agenda, no speeches, and no formal presentation—just an opportunity to enjoy the beautiful city we all call home while having casual conversations with neighbors, friends, and members of your police department.

Whether you want to talk about public safety, your neighborhood, city issues, or simply enjoy a walk and some good company, we’d love to have you join us.

As e-bikes and e-scooters continue to grow in popularity, it's important for riders and parents to understand the laws that apply to them in Oregon.

Not all e-bikes are the same. Oregon law recognizes three classes of electric bicycles, each with different operating characteristics. Recent legislation (HB 4007) also changes the minimum age for operating Class 1 e-bikes and e-scooters—but that change does not become enforceable until January 1, 2027.

We've created this infographic to help explain:

✅ How e-scooters are regulated

In the early morning hours of May 26, 2026, West Linn Police Officers were involved in a traffic stop that quickly evolved into a significant criminal investigation.

As a result of the stop, Carmello Solis, 19, and Caleb Gerrard, 20, were arrested and lodged at the Clackamas County Jail. Both individuals were charged with Theft I, Unlawful Possession of a Firearm, and Distribution of Co***ne. Gerrard was also charged with Driving Under the Influence of Intoxicants (DUII).

During the investigation, officers seized multiple fi****ms, a substantial quantity of illegal narcotics, and cash.

This case serves as a reminder that attentive officers continue to make a difference in keeping West Linn safe. We want to extend our sincere appreciation to the officers involved for their outstanding work in helping to prevent dangerous drugs and weapons from reaching our neighborhoods.

The members of the West Linn Police Department are heartbroken by the tragic events that unfolded in Sandy yesterday.

Our thoughts and prayers are with the injured Sandy Police officer as they recover from their wounds, and with every member of the Sandy Police Department as they navigate the difficult days ahead. We stand beside our law enforcement family and offer our unwavering support during this unimaginable time.

We also mourn the loss of the three individuals whose lives were tragically taken. Our deepest condolences go out to their families, friends, and loved ones. No words can ease the pain of such a profound loss, but please know that our hearts are with you.

Every day, police officers stand ready to place themselves in harm's way to protect the lives and safety of others.

Today, we grieve with the Sandy community. We pray for healing for the wounded, comfort for the grieving, and strength for all those affected by this tragedy.

Over the past several months, I've been talking about one of the West Linn Police Department's strategic focus areas: Community Engagement.

Today, I'm excited to announce a new community event we're launching this summer called 🚶 Walk a Mile Wednesday 🚶‍♀️

From June through August, on select Wednesdays, we'll gather together as a community and simply walk one mile through different parts of West Linn.

That's it.

No formal presentations. No agenda. Just an opportunity to get outside, enjoy our beautiful city 🌳, and have conversations with one another.

We'll hold walks in different parts of the city and at different times of day so that as many people as possible have an opportunity to participate.

We'll announce all of the dates, times, and locations in advance on our Facebook and Instagram pages 📱.

One of the things I've learned over the years is that trust and relationships are built through simple conversations. Sometimes the best way to connect is just by walking side-by-side and talking about what's important to you.

So whether you want to talk about public safety, city issues, your neighborhood, or just life in West Linn, we'd love to have you join us. 🤝

Today, Chief Rollins spent time out in the community talking with young riders about Oregon’s e-bike and e-scooter laws and safety expectations.

These contacts were friendly, positive, and focused entirely on education and awareness. Our goal right now is simply to make sure kids and parents understand the rules before unsafe behavior leads to serious injuries or future enforcement action.

We know many young riders may not realize:
• Riders must be at least 16 years old to legally operate an e-bike or e-scooter
• E-bikes and e-scooters cannot lawfully be ridden on sidewalks
• Riders under 16 are required to wear a helmet

We appreciate all of the kids who stopped, listened, asked questions, and had respectful conversations today.

This is all about safety, awareness, and helping everyone enjoy these devices responsibly throughout our community.
