Today we honor the life and service of Spencer Long, a dedicated member of Utah Task Force 1 whose commitment to serving others exemplified the very best of the National Urban Search & Rescue Response System.

Spencer joined UT-TF1 in 2022 and proudly served as both a Rescue Specialist and Hazardous Materials Specialist. As a member of one of the nation’s 28 FEMA Urban Search & Rescue Task Forces, he trained tirelessly, answered the call without hesitation, and stood ready to deploy whenever communities needed help most. His professionalism, humility, and commitment to excellence earned the respect of everyone who had the privilege of serving alongside him.

Our thoughts and deepest condolences are with Spencer’s family, friends, coworkers, and the entire UT-TF1 family during this incredibly difficult time. His legacy will live on through the countless lives he touched, the teammates he inspired, and the mission he so proudly served.

After a disaster that results in structural collapse, the first priority is making the environment safe enough for rescuers to enter. That means building engineered shoring systems to stabilize damaged walls, floors, and structural elements that are still standing — but no longer trustworthy.

Once access is established, rescue specialists move in with technical tools and disciplined search techniques to locate, treat, and carefully extricate trapped victims.

Our Canine Search Teams are a force multiplier in these environments. As part of the FEMA Urban Search & Rescue system, these highly trained K9 teams work side-by-side with rescue personnel to rapidly locate live victims in complex collapse debris fields.

This week at TEEX in Texas, multiple task forces and partner agencies are training together in a full-scale exercise — building common operating procedures, strengthening coordination, and sharpening the skills that matter when real communities are counting on us.

Training together ensures that when the call comes, we respond as one unified, efficient, and life-saving team.

Proud to stand shoulder-to-shoulder with our partners this week as UT-TF1 and the Utah Civil Support Team (CST) deploy to Texas for a State/Federal Full-Scale Exercise alongside Texas Task Force 1, Texas Task Force 2, Texas Task Force 3, Texas 6th Civil Support Team, and the Texas Division of Emergency Management Incident Management Team.

Exercises like this strengthen state and national readiness. They test more than tactics — they validate leadership, communications, logistics, medical integration, WMD coordination, and the relationships that matter when it’s real.

Grateful for the collaboration and professionalism of our Texas partners. Training together today ensures we are ready to respond together tomorrow.
