We're not burying the lede on this one - last night, the Senate passed SB 1 with a 32-4 vote. This is a fantastic first step, but there's still a lot of ground to cover before the session ends.
Today, SB 1 and HB 5003 will be heard in the House, and it is critical that we have advocates with us at the Capitol to show support for these historic bills. As a reminder:
➡️ SB 1 is the vehicle for the Early Start Endowment, which is a huge step in the right direction for early childhood funding. It is a way that we can create a dedicated funding stream for raising educators' wages and expanding affordable child care for more families. Under this legislation, by FY2028, families with a child enrolled in an Early Start program and earning below $100,000 per year will have no parent fee, and Early Start families earning above $100,000 per year will pay no more than 7% of their household income for child care.
➡️ HB 5003 will contain the health care subsidy for early childhood educators. In year one of the biennial budget, $300,000 will be allocated to set up the infrastructure, and in year two, $10 million will be available for a pilot program to help early childhood educators to purchase health insurance on the exchange.
➡️ Facilities funding will be included in the bonding package, in the form of $80 million over seven years to provide funding for updates and expansions. We do not yet have language around bond covenants, but we will provide updates as they are received.
