He started serving our city by working with community members and leaders to close the BKK Dump Site, which was contaminating our air, soil, and water. His tireless efforts, along with many others, resulted in the closing of this dumpsite. Again working in conjunction with community members and leaders, he worked tirelessly to bring Big League Dreams, Home Depot, Target, and other shopping/restaur
ant facilities to our community. This removed the scar of BKK from our community, forever. Herb has developed a reputation among elected officials, city staff, and community members of being a thoughtful, intelligent, and insightful individual who always does the right things for the community. He is that rare individual who works across political, ideological, and party divides to bring people together. In 2009, Herb led the successful effort to defeat an attempt to divide our wonderful community into five parts. He was able to bring people together who could not normally agree on the time of day to defeat a measure that would have destroyed the fabric of our great community. Herb is a known quantity in our community. He served on the Southside Community Committee working with others (City Council, Residents, and Businesses) to bring concerns and needs of residents to city government. He took an active lead as a member of the Vision 2020 Committee which had the charge to look into the future and paint a picture of that vision for the City to follow. As a member of the Human Resources Commission, Herb continued to show his ability to understand the sensitive nature of the work of this commission. He knew how his decisions would impact the lives of employees in our city. For the last 5 years he has been a member of the Planning Commission. In this role Herb has balanced the duties and power of the position by continuously working to help community residents and businesses while preserving the West Covina way of life. For 20 plus years, Herb has worked for our city, learning about our community, understanding our government, and building great relationships with our residents. On the city council, Herb will keep our community strong and competitive by always looking forward.
