If you have read over tonight's agenda, I can imagine that item 13.3, Policy 2340, might seem extreme at first. I just wanted to take a moment to clarify the differences between truancy, educational neglect, and excused absences. We know that students will miss school for many different reasons. It’s important to distinguish between these types of absences because regular school attendance is critical to a child’s learning and development. I also believe that knowing the definition of truancy is not at all the same as an excused absence.
Truancy occurs when a child is absent from school without a valid excuse. This means the child is missing school without the knowledge or permission of a parent/guardian, or in violation of state or school attendance requirements. Chronic truancy can lead to legal consequences for both the student and their family.
Educational neglect happens when a parent or guardian knowingly fails to ensure their child attends school regularly, often without a legitimate reason. In these cases, the child is not provided with the education required by law, which can lead to serious consequences for the child's future success.
Excused absences are different. These include absences for legitimate reasons such as illness, doctor appointments, family emergencies, or other approved situations. In these instances, parents or guardians notify the school in advance, and the absences are recorded without penalty.
