* Flash Flood Warning for... Harrison County in east central Ohio... Jefferson OH County in east central Ohio... Brooke County in northern West Virginia... Hancock County in northern West Virginia...

* Until 900 PM EDT.

* At 556 PM EDT, Doppler radar and automated rain gauges indicated heavy rain falling across the warned area. Between 1 and 2 inches of rain have fallen. The expected rainfall rate is 1 to 2 inches in 1 hour. Flash flooding is ongoing or expected to begin shortly. HAZARD...Flash flooding caused by heavy rain. SOURCE...Radar and automated gauges. IMPACT...Flash flooding of small creeks and streams, urban areas, highways, streets and underpasses as well as other poor drainage and low-lying areas.

* Some locations that will experience flash flooding include... Weirton, Steubenville, Cadiz, Wellsburg, Toronto, Wintersville, Mingo Junction, Follansbee, Hooverson Heights, New Cumberland, Hopedale, Smithfield, Scio, Adena, Jewett, Dillonvale, Amsterdam, Brilliant, Richmond and Bowerston. PRECAUTIONARY/PREPAREDNESS ACTIONS... Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely. && FLASH FLOOD...RADAR AND GAUGE INDICATED; EXPECTED RAINFALL RATE...1-2 INCHES IN 1 HOUR

* WHAT...Flooding caused by excessive rainfall is possible.

* WHERE...East central Ohio, including: Belmont, Guernsey, Harrison, Jefferson OH, Monroe, Muskingum and Noble Counties, in Pennsylvania, including: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Indiana, Washington and Westmoreland Counties, and in West Virginia, including: Brooke, Hancock, Marion, Marshall, Monongalia, Ohio, Preston, and Wetzel Counties.

* WHEN...Until 2 AM EDT Monday.

* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS... - Showers and isolated storms capable of heavy rain could lead to flash flooding in areas where ground is already very wet from prior days of rainfall. In Pennsylvania and northern West Virginia, where less rainfall has occurred prior, heavy rainfall tonight may be sufficient for flash flooding despite the lack of notable prior rainfall. - http://www.weather.gov/safety/flood PRECAUTIONARY/PREPAREDNESS ACTIONS... * WHERE...Portions of east central Ohio, including the following areas, Belmont, Carroll, Columbiana, Coshocton, Guernsey, Harrison, Jefferson OH, Monroe, Muskingum, Noble and Tuscarawas, Pennsylvania, including the following areas, Allegheny, Beaver, Greene and Washington, and West Virginia, including the following areas, Brooke, Hancock, Marshall, Ohio and Wetzel.

* WHEN...From 5 PM EDT this afternoon through Saturday afternoon.

* IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas.

* ADDITIONAL DETAILS... - Total rainfall amounts will likely range from 1.5" to 2" in the next 24 hours; localized higher amounts can't be ruled out. - http://www.weather.gov/safety/flood PRECAUTIONARY/PREPAREDNESS ACTIONS...
