As the Tioga County Treasurer, Kera Hackett is responsible for handling money for the county government, along with the Human Services Department. The Treasurer’s Office issues the following:

Dog licenses, for the Department of Agriculture

Hunting licenses, for the Game Commission

Fishing licenses, for the Fish and Boat Commission

Sportsman fi****ms permits

Bingo licenses

Small Games of Chance licenses

We are also responsible for the collection of real estate and room rental excise taxes.

Reminder to dog owners: Dog Wardens continue to be canvassing in Tioga County. You may have received a text from the local dog warden, Josh Fritz. It is a legitimate text reminding dog owners to license their dogs.

In Pennsylvania, all dogs must be licensed at point of purchase or adoption (earliest is 8 weeks of age) or by 3 months if no transfer of ownership has occurred. All dogs that do not have a lifetime license must be licensed by Jan. 1 of each year.
For 2026, an annual license is $10.80, and a lifetime license is $52.80. Discounts are available to older adults and people with disabilities.
Licenses are available to purchase in person at the following:

Wal*Mart in Mansfield - agent for Treasurer
Second Chance Animal Sanctuaries in Tioga (725 Gee Road) - agent for Treasurer

The small license fee helps protect the millions of dogs across the state, the families who adopt or purchase them, and the communities they live in by funding the important work of the Pennsylvania Department of Agriculture Bureau of Dog Law Enforcement.

This is a great contact list!!

We sincerely apologize for any hurt and confusion our recent "Pet Emergency Contacts" has caused. We will keep the original post up, but will not be moving forward with any updating, printing or re-sharing of it. It started as an idea to print as a magnet, so very small, hopefully something people could keep on their fridge for many years. Therefore, we didn't have a lot of space for many more listings or to explain caveats for each, such as special hours. We also attempted not to include personal cell phone numbers or listings that may someday change, or anyone who may not want their info out there. So, we kept it to brick and mortar locations with public phone numbers. There was absolutely NO ulterior motive. It was just a list. Our website is a more exhaustive resource that has always included more numbers and more local resources like the info for other local rescues. Again, we apologize.

We created this so area pet owners can have easy access to local phone numbers in case your pet needs vet care, experiences an emergency or goes missing. We'll be printing these on cardstock to hand out at community events and at the shelter and may order them as large magnets. For now, here it is to save or print. 🐾

PA hunters, the final countdown is here!

The first day to purchase your 2025-26 hunting and trapping licenses is this coming Monday, June 23, 2025! This also marks the first day you can purchase RESIDENT antlerless licenses for ALL WMUs in Pennsylvania.

ALL resident hunters are GUARANTEED an antlerless license in any WMU in the first round, IF purchased prior to July 14. No need to wait in line — you’ll have 21 days to get your guaranteed antlerless license!

IMPORTANT REMINDER: Hunters will need their state identification (driver’s license) OR CID to purchase licenses in person and online. To safeguard your personal information, Social Security numbers can no longer be used to look up accounts. Your CID can be found on your previous year’s hunting or fishing licenses.

📆 Monday, June 23 (8 a.m.) – RESIDENT antlerless licenses on sale for all WMUs, guaranteed to all PA residents.

📆 Monday, July 14 (8 a.m.) – NONRESIDENT unsold antlerless licenses available on a first come, first served basis. WMU allocations will apply.
