TNS’ Board defines and sets the direction and policies for the corporation. From the policies; the Executive Director along with the support of senior management set the values by which the corporation operates. This defines the state of the organization – its past, present and future – and serves to refine the vision for the future. As the mission is confirmed and critical issues identified, strategies are identified along with the goals and objectives required to achieve the mission. The Executive Director ensures the values, directions, and expectations are clearly communicated through out the workforce system and has final authority for all the day to day decision making activities. The Executive Director accomplishes this activity with the support of the Divisional Leadership responsible for the program oversight. This team of experts assures the values, directions and expectations are defined, modeled and implemented. The indivdual Divisional Leadership Teams encourages feedback from all levels of the organization to ensure that decisions are made based on complete and accurate information. Every decision or process implemented in the daily operations for TNS is measured for integrity and quality to ensure alignment with organizational goals.

Texas Neighborhood Services delivered impactful support in the following areas:

Energy assistance; Housing support; Community services across seven counties.

Program data show strong alignment of resources to areas of greatest need based on county census data.

• $5.0M total assistance provided.
• $2.19M Federal Utility Assistance; $2.17M Tenant Based Rental Assistance; $467k CSBG emergency assistance; $170k Non-Federal Utility Aid.

Individuals & Households Served

• 16,663 total individuals served in all programs.

• 13,446 Federal Utility Assistance individuals served; 1193 Non-Federal Utility individuals served; 2,024 Tenant Based Rental Assistance individuals served.

Cost Efficiency

• Average cost per individual ranged from $198 to $384 depending on county and service depth.

County Highlights

• Johnson County: $758,531 of Federal Utility Assistance representing 4,740 individuals; $1,389,646 in Tenant Based Rental Assistance representing 1061 individuals; finally, $68,216 of non-federal utility assistance representing 1,061 individuals. County totals were $2.38M spending and 6,208 individuals served (largest share).

• Parker County: $630,635 of Federal Utility Assistance representing 3,968 individuals; $537,713 in TBRA (rental assistance) representing 417 individuals; $42,583 of non-federal utility assistance representing 356 individuals. County totals were $1.35M spending and 4,741 individuals served (second largest share)

Palo Pinto County received $376,903 of direct assistance serving 1,838 individuals.
Hood County received $399,576 of direct assistance serving 1,635 individuals.

Non-Federal Community Support

• $169,662 was contributed by 9 community utility partners supporting 1193 individuals during 2025. Funds contributed by community partners not yet spent are not included in this count. These funds were paid for the benefit of individuals in the community without administrative money being assessed to the non-federal community support.

Strategic Insights for 2026

• Resource demand remains concentrated in Johnson and Parker Counties.

• TBRA continues to be a critical housing stabilization program.

• Non-Federal partnerships play an essential funding and service gap role.

GAPs in services
• Greatest gap in services is the lack of non-federal utility assistance for citizens of the City of Weatherford, TX. The city utilities are based on a local utility service and not subject to a COOP or the open market. TNS has no funds that are available for this purpose. In Parker County outside the City of Weatherford, Tri-County’s Cooperative Giving program provided over $40,000 of assistance to members of Tri-County Electric Cooperative. Other non-profits receive funds for utility assistance for the City of Weatherford, but this requires a referral to that organization and more work for individuals to receive services. City of Weatherford clients are eligible for Federal Utility Assistance and receive funds from that grant.

Texas Neigborhood Services received an unqualified Federal Single Audit by the firm of Eide Bailly out of Oklahoma City, OK. The State of Texas monitored both the Utility Assistance program and the Tenant Based Rental Assistance programs in 2025. Both monitoring’s had no findings or questioned costs from the State of Texas.

Good Morning,
Today is Thursday February 19, 2026. As of yesterday, Texas Neighborhood Services has received approximately 825 applications for Federal utility assistance. Of the applications received, approximately 375 applications were submitted complete and have been worked. This gets us through the completed applications submitted through January 21st. As of yesterday, we've expended approximately $475,000 in Federal Assistance Dollars this year.

This year has started off very quickly and with a large volume of applications.

The current wait time for application processing is now approximately 30 days from date of submission. We are working applications as quickly as possible, but we are also starting to receive missing documents from applications turned in incomplete.

In order to keep things moving, we are closing the online portal temporarily, and focusing for the next week on incomplete applications that are now complete. Additionally, if we receive applications for non-federal assistance from our local providers, we are working those in as quickly as possible.

This is the busiest time of year for our staff and we appreciate your patience as we strive to get everyone served as quickly as possible. This happens every year about this time, so there's no reason to be concerned. We have money available and we are working to get through files systematically as quickly as possible.

For Rental Assistance, we have a full case load of over 150 units being served and the current wait list for rental assistance is at 40. The rental assistance waitlist is currently closed to additional names for the time being.

We have just received notification that Thursday January 29, 2026 Weatherford ISD has closed, therefore, according to our policy, our offices will be closed tomorrow.

However, staff have been working from home during the entire snow event. As of today for the month of January, we have worked over 365 files. Today we went to the post office and the large PO Box we have was full. Those applications will be worked as soon as staff can get to them, but with the weather we will have delays.

if you have the ability, we suggest using either the portal or sending an email to [email protected].

Today i did venture out to the office. Roads are not bad, but parking lots are still slick and covered with ice. We've removed all the ice from the sidewalks, but its still dangerous parking. We advise you to use every precaution possible, and follow our suggested methods above. You may see staff in intermittently in the office tomorrow, they are making sure critical EOM activities are done. The office will be closed to walk in customers for your own safety. We will continue to monitor the road conditions and let you know about possibly opening on Friday.

Good news is we're not supposed to have below freezing weather for the next couple of days. Stay safe everyone.

The 2026 Utility Assistance Application has been posted to the Texas Neighborhood Services website.

The 2026 application is similar to the 2025 application, but does have a few minor changes. We have added frequently asked questions page in the packet that should answer most of your questions.

You can download the application now, we are finishing updating the homepage so you can have the most recent information.

Applications are being accepted now, and we will be following the state guidelines to assist those most vulnerable and most in need first.

Information will be kept up to date on both this page and the website.

The TNS online portal should open sometime later this week.

Texas Neighborhood Services is proud to partner with Tri-County Electric Coop and their Cooperative Giving Program. This year due to their generosity, we were able to help over 120 households with nearly $45,000. Funds are available for one time assistance per member household per year.

Tri-County Electric Cooperative is dedicated to more than just delivering electricity; we are committed to the well-being of the people we serve. This week, the Tri-County Electric Charitable Foundation was honored to deliver a $25,000 check to our partners at Texas Neighborhood Services (TNS).

TNS announces Final Results of its 2024 activities and interim results of its 2025 activities.

2024 Utility Assistance Contracts accounted for $2,369,357 in federal dollars expended for utility assistance.

This served 1,010 households and 1,936 individuals for the year.

60 % of the households served were under the Federal Poverty Limit for their household size.

Approximately 83% fell within one of two of the categories defined as vulnerable households. One category was individuals over age 60 and the other was single mothers with children in the household under age 5.

100% of all funding received was expended.

For Interim 2025 (August 2025), TNS has total utility assistance contracts of $2,168,366. These contracts are all that TNS anticipates it will receive for the year.

TNS has expended $1,187,765 of these contracts with unpaid commitments of $820,601 committed by the end of 2025.

The remaining funding of approx. $160,000 is being made available for expenditure now.

Based on a Statewide change in funding available for each household, TNS has helped 1,128 households and 2,197 individuals so far this year, already exceeding last year’s household and individuals served.

Federal Utility Assistance can cover electricity, gas and propane costs.

TNS’s short term rental assistance program (Tenant based Rental Assistance) had total payments in 2024 of $1,845,000 and anticipated total payments in 2025 more than $2,100,000.

TNS also receives CSBG funding annually in the amount of $475,000 which it uses to support activities of the organization or provide direct client service support. Last year, TNS provided over $50,000 in direct client service support. The support comes in a variety of ways and is always subject to qualification and need determination. TNS for 2025 has budgeted $60,000 in direct client service support.

Funding from Private entities for 2024 was approximately $330,000 and is subject to specific rules for funding.
