REQUEST FOR QUALIFICATIONS

The Greene County Industrial Development Authority (GCIDA) is seeking a qualified environmental consultant with the capacity to assist with implementation of the grant-funded cleanup, conduct and prepare Phase I and Phase II Assessments, Remedial Action Plans, Quality Assurance Project Plans, and Sampling and Analysis Plans to provide environmental professional services to implement the Authority’s U.S. Environmental Protection Agency (EPA) Community-Wide Brownfields Assessment and Cleanup Grants in the amount of $500,000 for Assessment and $600,000 for Cleanup , of which $473,400 is allocated to contractual services to perform the Assessment work and $574,400 allocated to site specific cleanup.

The GCIDA has been awarded a $500,000 Community-Wide Brownfields Assessment Grant, for hazardous substances and $500,000 with a cost share of $100,000 for a Site-Specific Cleanup Grant. The Assessment funding will be used to identify, inventory, characterize, rank and select existing brownfield sites contaminated with hazardous substances within the County of Greene for site-specific assessment, and also develop liability management and remedial strategies that allow for the safe and viable monitoring, redevelopment and/or reuse of the identified properties. The cleanup grant will be used to clean up a site is located in Morgan Township, Greene County. The selected consultant will assist the Authority with grant management and will be the primary entity performing site identification, inventory, characterization, ranking, selection, and environmental assessments in addition to preparing all required technical documents applicable to the grant(s).

The Greene County Industrial Development Authority (GCIDA) has been working to complete environmental assessments and reclamation of brownfield sites across the County.

The US EPA defines a “brownfield” as any property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant, including mine-scarred land.

The GCIDA has led this program and initiated the Greene County Brownfields Advisory Committee (GC-BRAC). The GC-BRAC hosts quarterly public meetings which are advertised on Facebook and the local newspapers, to provide the opportunity for the public to provide input for redevelopment goals. Public comment will be accepted via email, telephone or during the meeting.

The next GC-BRAC meeting will be held June 14th at 10AM at the Greene County Office Building.

The GCIDA was recently awarded Community-wide Assessment grant in the amount of $500,000, which will allow the county to continue assessing sites. An inventory of sites has been complied which will be reviewed/updated. Phase I and Phase II assessments can be completed for sites that show promise for development.
The second award is the Cleanup Grant in the amount of $500,000 with a $100,000 County Match for a total of $600,000. The Cleanup Grant will remove and dispose of some of the railroad ties at the Mather Gateway site in Morgan Township.

The county is in the process of re-applying for U.S. EPA Brownfields Assessment Grant Program and would like our resident's input. We would like you all to be apart of the revitalization project for the county and attend the next meetings to be included in the conversation.

The U.S. EPA Brownfields Assessment Grant Program is hosting the next meetings on September 14, 2021 and December 14, 2021!

Meetings will be held at 10am on the second floor conference room of the County Office Building. If you can't attend in person, you can telephone in by contacting the Industrial Development Authority at (724) 627-9259 ahead of time for the call-in information.
