Traffic Shift Next Week at Roundabout Project in Washington Township, Franklin County


Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) announced today that a traffic shift is planned for next week at the Route 997 (Anthony Highway) and Route 2015 (Orchard Road / Tomstown Road) intersection improvement project near Waynesboro in Washington Township, Franklin County.

Weather permitting, on Monday, April 13, Route 997 traffic will be shifted to the west onto temporary pavement in the area of Route 997 and Orchard Road. This will allow work to be performed on the roundabout being constructed at that intersection and at the future intersection of Route 997 and Washington Township Boulevard.

There will be lane restrictions under flagging while the shift is being implemented. Once the shift is complete, one lane of traffic will be open in each direction on Route 997.

This project includes the construction of two new roundabouts on Route 997. The first is located at the intersection of Route 2015 (Orchard Road / Tomstown Road) and the second is located just to the north at the future intersection of Route 997 and Washington Township Boulevard.

This project also consists of roadway widening, ADA curb ramps, drainage improvements, stormwater management, and new lighting.

Access to businesses and residences will be maintained at all times. Traffic along Route 997 will be maintained, with single-lane flagging operations planned for short periods of work.

Tomstown Road is permanently closed between Route 997 and Washington Township Boulevard. Orchard Road and Washington Township Boulevard may be detoured for short periods during construction.

Mitchell Knorr Contracting, of Bloomsburg, PA, is the contractor on this $6,244,217 project.

All work is expected to be completed by August 22, 2028.

The Alexander Hamilton Memorial Free Library has a story worth telling.

In 1817, Alexander Hamilton came to Waynesboro seeking a fresh start after his home in Chester County was destroyed by fire. A skilled wagon-maker and blacksmith, he wasted no time putting his talents to work, constructing a brick home on what was then called Mechanic Street β€” the road we know today as Church Street. It was there that he grew close to the Besore family, who lived nearby, and eventually married their daughter, Jane. Together, Alexander and Jane Hamilton purchased the impressive 16-room brick house in 1842, and the property remained a cherished family residence for generations. It was finally passed on to the Borough of Waynesboro in 1943, when Jane Stover-Yost β€” the last of the family to call it home β€” bequeathed it to the borough upon her death.

This morning, the Borough’s Code Enforcement Department conducted routine inspections in random locations throughout the community and is pleased to report that only a minimal number of violations were identified.

We recognize that snow removal can be physically demanding and time consuming, especially during heavy or icy conditions. Your willingness to step upβ€”looking out not only for your own properties but also for neighbors, school routes, and shared public spacesβ€”reflects the strong community spirit that makes our town such a remarkable place to live.

Code Enforcement to Conduct Sidewalk Snow Removal Inspections

For the safety of pedestrians and children who walk to school, the Borough of Waynesboro would like to remind residents and business owners that local law requires that snow and ice must be removed from sidewalks along the street within 24 hours after the end of a winter storm, which has been determined to be noon on Monday, January 26, 2026.

Please be advised that on Wednesday, January 28, 2026, Borough representatives will randomly inspect sidewalks within street rights-of-way in the Borough and issue tickets to property owners that failed to clear sidewalks of snow and ice. A first offense ticket includes a fine of $75. A second offense ticket, occurring within 6 months of the first offense, includes a fine of $150. Third and subsequent offense ticket(s), occurring within 6 months of the second or subsequent offense, includes a fine of $250. Each subsequent twenty-four (24) hour period after the cessation of any storm shall constitute a separate offense. Failure to pay the fine within 10 days of issuance will result in charges being filed with the Magisterial District Judge.

It is important to note that inspections will be conducted for sidewalks within street rights-of-way in the Borough only. If you are uncertain where those streets are located, please contact the Borough at 717-762-2101.
