19th Judicial Circuit Court of Illinois CIRCUIT JUDGE SMITH AND ASSOCIATE JUDGE BERRONES RETIRE

Circuit Judge Charles W. Smith and Associate Judge Luis A. Berrones retired from the bench after over 10 years and nearly 19 years, respectively. Judge Smith's retirement date was effective August 31, 2026; Judge Berrones' retirement date was effective July 31, 2026. Judge Smith's vacant Circuit Judge role had a call for applications by the Supreme Court of Illinois. Associate Judge Sari W. Montgomery was appointed to filled Judge Berrones’ seat on the bench.

Upcoming Construction on County Street and Martin Luther King Jr. Avenue:

The City of Waukegan has notified Lake County, IL Government that construction will begin Monday, August 31, on County Street and Martin Luther King Jr. Avenue.

Work is expected to continue through the end of October and will include curb and sidewalk replacement and asphalt resurfacing.

During construction, visitors should be aware of the following:
• The County Street parking garage WILL remain open and available throughout the project.
• Street parking will be restricted within the project area.

Yesterday, Chief Judge Daniel B. Shanes administered the Oath of Office to the 19th Judicial Circuit Court of Illinois' newest Associate Judge, Judge Sari W Montgomery.

Sari W. Montgomery received a Bachelor of Arts degree from the University of Chicago in 1991 and a Juris Doctor from Loyola University Chicago School of Law in 1994. She was a partner at Robinson, Stewart, Montgomery & Doppke LLC and an adjunct professor at Northwestern Pritzker School of Law.

Judge Montgomery is a member of the American Bar Association, Association of Professional Responsibility Lawyers, Illinois State Bar Association, Lake County Bar Association, Association of Women Attorneys of Lake County, Chicago Bar Association, and Chicago Council of Lawyers.

“Sari Montgomery is widely respected for her exceptional work in legal ethics and professional responsibility having devoted nearly three decades to advancing the highest standards of the legal profession,” said Chief Judge Shanes. “Her career reflects a career defined by excellence, fairness, and service. She will undoubtedly bring those same qualities to the bench,” Shanes added.

Judge Montgomery received the Lake County Bar Association's "Highly Recommended" rating—the organization's highest evaluation for judicial candidates. The designation recognizes attorneys who demonstrate exceptional legal ability, unquestioned integrity, exemplary judicial temperament, and distinguished professional achievement.

“It is the honor of my career to be appointed as an Associate Judge for the 19th Judicial Circuit. I appreciate and am humbled by the confidence the Circuit Judges have placed in me and look forward to serving the Lake County community in this new role," said Judge Montgomery.

Lake County Chief Judge Daniel B. Shanes is pleased to announce that the Circuit Judges have selected Sari W. Montgomery as Lake County's newest Associate Judge. This opening is the result of the retirement of Associate Judge Luis A. Berrones, effective on July 31, 2026. Ms. Montgomery was selected from a group of outstanding individuals who applied for the vacancy.

Manak and John Joanem attended the Association of Women Attorneys of Lake County Summer Soccer Social at Waukegan Greg Petry Sportspark to play soccer with Heart of the City’s middle and high school athletes. Heart of the City is a program that programs sports and scholarship to children. This event also collected donation items for soccer from members of AWALC.
