Questions currently raised regarding the proposed County Ambulance Service:

Key points which should be considered
 Need Assessment/Operations

Was a specific needs assessment performed for each of the current agencies as
the response times appear to be extremely inaccurate?
Information: is SCVAA response numbers for all calls (911, mutual aid and
transports) or is it solely for 911 calls and mutual aid. Transport response times are
contingent on a third party (hospital) receiving notification of a bed, documentation
being completed and appropriate notification to EMS.
Are the number presented just SCVAA or are they inclusive of the whole county
– including Hector and Tyrone? Is mutual aid (from Hector/Dundee) times included in
the presented response times?
SCVAA’s current response time is 10.3 – well ahead of the current industry goal
of 15 minutes from dispatch to on scene for rural EMS.
If ALS is to be based in Tyrone/Odessa were need assessments completed
specific to these areas? The vast majority of calls are in Watkins Glen/Montour Falls and
that Tyrone only has 110 calls a year.
What is the operational plan for ambulances?
What is the plan if one rig is on a call?

 Budgeted Revenue

Revenue figures are incorrect.
Proposal demonstrates 5% increase in 911 calls; with a flat line of transfers.
With increase technology based consultation; transfers would then lessen with overall
decrease in call volume resulting in less revenue.
National average reimbursement for advanced life support ambulance rides
covered by Medicare is currently between $441 to $463. Utilizing the projected
$1,215,428 revenue (per call of $509.18) against the national average ($463) results in a
decrease in revenue of $110,247.00.
Not all 911 calls are billable services-approximately 55% are billable (ie 1915 calls
results in 1053 bills resulting in revenue of $680,982.50) with the remaining 45% being
cancelled enroute, no treatment required, no patient found or patient refusal.
Rate of pay: surrounding agencies’ starting pay have seen as much as a 20%
increase this year alone. At a rate of 10% increase to existing salary cost is $133,259.80.
Fuel: appears low considering the ALS ambulances will need to drive further for rotation or when ALS need arises in Burdett, Beaver Dams, Hector, Montour Falls, Reading Center, Rock Stream and Watkins Glen areas
Insurances: Worker’s Compensation, Malpractice, Umbrella

We here at Schuyler Ambulance wanted to just share some information about ourselves. We are a non-profit ambulance organization based in Watkins Glen. Our organization is membership run and the membership chooses a board of directors amongst the membership. We take no tax money from either the state, county or local towns; and receive revenue through fundraisers as well as through insurance billing. We maintain and repair our building and grounds ourselves, which in recent years has required hundreds of thousands of dollars to fix our 53-year-old station. This money came directly from our organization and not from taxpayers. We have also replaced two of our outdated ambulances in recent years, which costs on average $200,000 per ambulance to buy and equip. Again, we utilized no taxpayer money for this. We are a mix of volunteer, part time, and full time EMS personnel who have trained for months or years to serve our community. We run an ambulance 24 hours a day, 7 days a week, with a second ambulance on for 12 hours a day. We have increased the amount of coverage each of the last 4 years, despite the national shortage of qualified EMTs and Paramedics. 70 percent of our calls are in Watkins Glen or Montour Falls. Our response time this year on average is 10.3 minutes from the time 911 dispatches us to the time we arrive at your house, which has improved each of the last few years. It is our pleasure to serve our area and we are committed to providing high quality ambulance coverage.

Schuyler Ambulance serves a population of nearly 20,000 people with four ambulances, providing more than 2,500 emergency medical runs and medical transports annually.

Schuyler County Volunteer Ambulance Association is looking for Emergency Medical Technicians to respond to both non-emergent and emergent requests for medical transportation, while providing patient care in the pre-hospital environment within the scope of practice, and provides safe and efficient transportation of the patient to appropriate facility or residence.
Minimum Requirements:
Currently certified as an EMT-B by New York State
Current certification in CPR — Basic Life Support
Current Motor Vehicle Driver’s license
High School diploma or G.E.D. equivalent
Must be 18 years of age
The ability to read, write, and communicate in English
Ability to work a variety of shifts, Days, Evening, Overnights and Weekends
Physical Requirements:
The ability to lift and maneuver 150 pounds with assistance and without difficulty.
The ability to walk up and down stairs without difficulty and the ability to lift and carry 150 pounds up and down two flights of stairs with assistance and without difficulty.
The ability to sit or stand for long periods of time.
The ability to walk a distance of one quarter of a mile without difficulty and without affecting the immediate performance of job-related duties.
Duties and Responsibilities:
Administers patient care as required by NYS DOH Statewide Treatment Protocols / company policies.
Delivers quality patient care in accordance with clinical policies, statewide protocol, and standards of care.
Attend all mandated company training functions or submit proof of completing equivalent training to the clinical department in a timely fashion.
Attend to all patients in a courteous, professional manner.
Be knowledgeable of and comply with all company policies, procedures, and guidelines.
Communicate effectively with EMS agencies, physicians, and other health care providers.
Communicates with patient, patient’s family, others at the scene and at the hospital / facility in a courteous and professional manner at all times.
Complete and assists in the completion of necessary patient care reports and other company paperwork in accordance with company policy and procedures.
Completes vehicle and equipment checklists every shift, and maintains ambulances and other company vehicles and equipment in a clean and efficient working order, and ensures ambulance is appropriately stocked. This includes washing the vehicles at the end of each shift.
Maintain all required certifications as an active EMS provider and supply the company with valid copies of all certifications and driver's license prior to their expiration dates.
Must maintain a reliable attendance record and also be punctual for shifts.
Observes, records, and reports to physician, patient’s conditions, and reaction to drugs, treatments, and significant incidents.
Operate the ambulance in accordance with safety rules and regulations: company policies; federal, state, and local laws, regulations, and statutes.
Perform daily housekeeping duties at all assigned bases of operations
Properly loads, secures, and transports patients in accordance with company policy and procedures.
Provide medical examination and screening of patients consistent with company Protocols.
Uses safety and PPE equipment as required by law and company policies.

Schuyler County Volunteer Ambulance Association, Inc.- Watkins Glen, NY

Our organization is seeking to employ Per Diem Paramedic to function as a member of our team. Applicant must have a minimum of high school diploma-high school equivalency; with a year of clinical experience as an Advanced EMT (Paramedic) to the pre-hospital setting is required. Demonstrates knowledge of ALS operational protocols and NYSDOH ALS guidelines (Article 30). Demonstrates the basic competencies for the position and patient population served. Must possess excellent professional and therapeutic customer service skills and serve as a role model for staff.

This position requires scheduling flexibility and sound verbal and written communications skills. Must be able to prove current NYS certified at the level of EMT-Paramedic, EMT Critical Care or Certified in basic life support (BLS), advanced life support (ALS), and holder of a Valid NYS driver's license clear of violations in the past five years. ACLS, PALS, BTLS required within six months.
