The Process
Referrals to the CAC are made exclusively by Law Enforcement, the Department of Health and Human Services (DHHS), or the District Attorney’s Office. Once the referral is made, there is coordination with the non-offending legal guardian of the child, Law Enforcement investigating the case, representative from prosecution, DHHS, a Mental Health provider (when appropriate), and/or anyone

else pertaining to the case to schedule the interview with the child. The child will be interviewed by a specially trained Forensic Interviewer while the other members of the team specific to this case watch from a separate room through closed circuit video. During the interview, the Family Services Coordinator (FSC) sits with the non-offending guardian to provide support. At the end of the interview, the non-offending guardian is then invited to sit with the team and ask questions and is informed of the next steps in the case. The FSC then stays with the child and offers an opportunity to paint their handprint on the Wall Of Courage and choose a stuffed animal. The family is also provided with referrals to our social service partners, if requested, for advocacy support services, mental health treatment, etc.

In honor of National Social Workers Month, we are highlighting the invaluable work social workers perform everyday in our community. Social workers play a critical role in child welfare systems nationwide by protecting the well-being of children, youths, and supporting families in need. Ensuring that the needs of children who experience or who are at risk for maltreatment are addressed is critical as the impact of adverse childhood experiences can impact children throughout their lifetime.

At the CAC, Child Protection Services plays in invaluable role in providing coordinated evaluation of children following an allegation of sexual abuse. We accomplish this by working together as a multidisciplinary team and interviewing children with specially trained and experienced forensic interviewers in a manner that is legally sound, follows nationally accepted best practices and minimizes duplicative and unnecessary interviews.

We are grateful to have been a recipient of KVCAPs recent community diaper drive. As a result of this donation and the community's generosity, we now have a small supply of diapers at the CAC for emergency situations that sometimes arise when families with infants and toddlers are visiting our space.

Our Children's Advocacy Center Manager, Samantha Marquis, along with Det. Ryan Brockway from Maine State Police facilitated a training to law enforcement at Maine Criminal Justice Academy on Child Development, Trauma, and Minimal Facts Interviews yesterday.

The purpose of this training was to provide tools that investigators can use when conducting minimal fact interviews of children. The lesson also familiarized law enforcement from across the state of Maine with the role of the Children’s Advocacy Centers.

Our Story

The Children’s Advocacy Center (CAC) is a program of the Sexual Assault Crisis and Support Center serving Kennebec and Somerset Counties, using evidence-based best practices, will provide a safe, neutral and child-centered place for timely and coordinated evaluation/response of children following an allegation of sexual abuse. Our aspiration is, as a collective multi-disciplinary team initiative, to provide early intervention in an effort to minimize the trauma of those which the CAC will serve through a streamlined, non-repetitious and timely evaluation process and on-going support for children and their non-offending family members in the aftermath of sexual abuse allegations.

For this initiative we have inter-agency agreements with members representing local and statewide law enforcement, prosecution, department of health & human services, mental & medical health providers, advocacy groups and other social service providers. Instead of the child victim and families navigating a difficult and sometimes confusing system of multiple and repetitive interviews, the diverse system providers will be brought to the child. The Children’s Advocacy Center Program is modeled on the simple but powerful concept of coordination between community agencies and professionals involved in intervention systems.

The mission of the Children’s Advocacy Center of Kennebec & Somerset Counties is to provide a safe, neutral and child-centered place for coordinated evaluation of children following an allegation of sexual abuse. Using evidence-based best-practices, the CAC multi-disciplinary team members are committed to the minimization of trauma through a streamlined, non-repetitious and timely evaluation process. Accessible, on-going support for children and their non-offending family members/legal guardian will always be of paramount importance to the CAC team.
