Community Development Block Grants (CDBG) are making a real difference where it matters most—right in our communities. Since 2005, more than 59 million people nationwide have benefited from CDBG-funded public improvements.

Here in Waterloo, the impact is close to home. Hundreds of kids at the Boys & Girls Club of the Cedar Valley now have access to improved bathroom facilities and additional handwashing stations—creating a healthier, safer space for them to learn and grow.

The Community Development Board of the City of Waterloo, Iowa will hold a Public Hearing on Tuesday, February 17, 2026 in the Harold E. Getty Council Chambers, 715 Mulberry St., Waterloo, Iowa at 4:00 p.m. The purpose of the hearing is to receive public input on the use of Federal funds provided by the U.S. Department of Housing and Urban Development. The City of Waterloo will receive an estimated allocation of $1,196,041 in Community Development Block Grant (CDBG) and $473,739.44 in HOME Investment Partnerships funding. The Annual Action Plan submitted will describe eligible programs, projects, and activities to be undertaken during the fiscal year July 1, 2026 to June 30, 2027.

Purchase a test kit at the Habitat for Humanity ReStore-Waterloo, Iowa - Friday, January 30, from 10:00 a.m. until 12:00 p.m.

Test kits are also regularly available for purchase at Black Hawk County Public Health at 1407 Independence Ave. during normal business hours.

Dangerous levels of radon - a naturally-occurring gas that comes from the soil - can be found in most Iowa homes.

Radon is dangerous because it can cause lung cancer. Among non-smokers, radon is the #1 cause of lung cancer. Radon exposure also significantly increases the risk of lung cancer in people who smoke.

The City of Waterloo is requesting bids for the Demolition and Site Clearance for Contract HM14G.1968-1. This would include demolition with no regulated asbestos-containing material of the following property located at 233 Gable Street in Waterloo, Iowa. Please find attached the RFB Document and Exhibits necessary to meet our bid procurement process.

Due to the size and nature of this single housing unit, NO FORMAL PRE-BID WALK-THROUGH is required. The structure is accessible and may require some minimal removal of [plywood to gain access.

Bids are due (via mail or hand-delivery) to the Waterloo Community Development Department office located at 620 Mulberry Street, Suite 202 no later than Tuesday, January 20, 2026 at 1:00 p.m. A 5% bid bond is required as spelled out in the project specifications. The successful responsible low bidder will then submit their Certificate of Insurance and any other pertinent documents.

The National Association of Housing and Redevelopment Officials (NAHRO) is currently looking for submissions for their national "What Home Means to Me" 2026-2027 calendar.

Artists must be aged 5-18 and live in affordable housing. All 12 national winners receive cash prizes. The grand prize winner, whose art is also featured on the calendar cover, will also receive a trip to NAHRO’s Washington Conference to meet the NAHRO membership and their Congressional offices.

The local deadline for the Waterloo office is Monday, January 26th.

A once-vacant lot at 601 Randall Street is being transformed into a new single-family home, marking a milestone in neighborhood reinvestment made possible through collaboration between the City of Waterloo, the U.S. Environmental Protection Agency, Hawkeye Community College, and Iowa Heartland Habitat for Humanity.

This project represents part of a broader reinvestment strategy in the Church Row Neighborhood.

The City of Waterloo Community Development will be accepting applications for the use of Community Development Block Grant (CDBG) and HOME Investment Partnerships funding for FY2027. Online applications will be available December 1, 2025, online at https://portal.neighborlysoftware.com/WATERLOOIA/Participant. The application deadline is December 31, 2025, at 12:00 p.m. CST.

A public information form will be held on Monday, December 1, 2025, from 3:00-4:00 p.m. to discuss CDBG and HOME Programs and answer questions regarding the application process. The meeting will be held via Zoom. The meeting link can be requested by emailing Angie Fordyce at [email protected] or by calling the Community Development Office at 319-291-4429.

Community Development Block Grant and HOME Investment Partnerships funding are made available to the City of Waterloo by the U.S. Department of Housing and Urban Development. These programs give priority to activities which benefit low-and moderate-income families, aid in the prevention or elimination of slums and blight, meet other Community Development needs having a particular urgency, or provide affordable housing.
