Pepco and the District Department of Energy and Environment (DOEE) will hold a community meeting to discuss the Draft Feasibility Study for the former Benning Power Plant site and the Pepco Benning Service Center. The Feasibility Study will address portions of the adjacent Anacostia River.
Project History
The Draft Feasibility Study was completed as part of an agreement between Pepco and DOEE documented by a Consent Decree in December 2011. The Consent Decree required Pepco to complete a Remedial Investigation and Feasibility Study to determine whether and to what extent Pepco’s operations at its Benning Road facility may have contributed to contamination of the Benning Road site and portions of the adjacent Anacostia River and identify/evaluate potential cleanup actions based on what is learned.
In November 2019, the Remedial Investigation (RI) Report was shared, including the results of the investigation of the Benning site and an adjacent segment of the river. The report concluded that historical industrial use of the site had resulted in limited areas of contamination to the landside investigation area that could pose unacceptable health risk to site workers absent proper controls to prevent exposure but did not present any immediate health risk to people who live, work, or recreate in the area. On December 9, 2023, a public meeting was held on the Feasability Study related to a portion of land on the Benning Service Center.
Purpose of Community Meeting
During the community meeting, Pepco and DOEE will provide a summary of the Draft Landslide Proposed Plan including recommendations of proposed cleanup actions for the investigation area. Attendees will be able to ask questions and submit comments for the final public record. All community members are encouraged to review the Draft Feasibility Study prior to attending the meeting. DOEE released the Draft Landside (OU1) Proposed Plan https://dcgov.app.box.com/s/p5svsq3hhe8i0wzic1pbxfmqctehgz8z/ file/1726496613537 for public review and commment. The public comment period is extended from January 31, 2025 to February 21, 2025.
