ACF Office of Human Services Emergency Preparedness and Response (OHSEPR) OHSEPR provides leadership in human services preparedness, response, and recovery, promoting resilience of individuals, families, and communities.

History: The White House Report on the Federal Response to Hurricane Katrina outlined that the Department of Health and Human Services (HHS) should coordinate with other departments of the Executive Branch, along with coordination with State governments and non-governmental organizations to develop a robust, comprehensive, and integrated system to deliver human services during disasters. In 2006,

then Secretary Mike Leavitt tasked the Administration for Children and Families (ACF) to take a lead role in coordinating with other HHS Operating Divisions to develop this capacity. As a result, ACF created the Office of Human Services Emergency Preparedness and Response (OHSEPR) to provide policy development, coordination, guidance and support to the Assistant Secretary and the Regional Offices. Since then, OHSEPR has emerged as a leader in human services emergency preparedness, response and recovery providing technical assistance to other federal agencies and States. OHSEPR also works in collaboration with FEMA on deploying subject matter expertise in personalized case management, Disaster Case Management.
