Court Services and Offender Supervision Agency After an initial period of trusteeship, CSOSA was certified as an independent Executive Branch agency in August 2000.

The mission of CSOSA is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community. The Court Services and Offender Supervision Agency (CSOSA) was created by Congress through the National Capital Revitalization and Self-Government Improvement Act of 1997.

Second-chance programs give justice-involved individuals the opportunity to change their worldview, equip themselves with transferable skills, and chart a new path forward.

Through second-chance education programs, this CSOSA supervisee became the first of his nine siblings to attend college. Today, he poised to graduate with a bachelor’s degree, a healthy outlook on life, and a bright future.
