We, as a nation, should focus on what we do best: creating markets. Instead of promoting increasingly complex systems--whether it be subsidies, grants, tax credits, triggers--we should create a secure and fair market in which every American can participate. Recent and upcoming court cases remind us that the current system is working against reformers. Meaningful change will come from new ideas which are effective yet constitutional.
